CALL TO ORDER
The special meeting of the Moses Lake City Council was called to order at 11:30 a.m. by Mayor
Swartz in the Council Chambers of the Civic Center.
ROLL CALL
Present: Mayor Swartz; Deputy Mayor Madewell; Council Members Martinez, Lombardi, Skaug,
and Myers. Council Member Fancher was absent.
Homelessness Services Discussion
The Moses Lake Ad Hoc Homeless Committee met on April 17 to discuss the 2024 Annual Review
of the Homeless Housing Program report, the Evaluation of the City’s Role in Human Services &
Strategic Planning for the Open Doors Sleep Center Memorandum (Memo).
The purpose of the Memo was to outline an evaluation for Council to provide direction to staff
related to maintaining public safety, fiscal discipline, community standards, and responsible
governance. Council was asked to consider one of three levels for the city’s involvement in social
and health services: (1) Core and Basic, (2) Coordination, or (3) Direct Service Role.
The following factors were discussed: camping regulation update, shelter site restoration, public
awareness campaign, existing public safety and supportive resources, community mobilization,
resource guides, regional shelter contacts, and internal readiness of Police, Fire, Parks, and Code
Enforcement.
Action taken: Council Member Lombardi moved to have staff close the Sleep Center on June 30 in
alignment with the funding grant expiration date using service Option, Core and Basic Role, second
by Mayor Dustin Swartz. The motion carried 5 – 1, Council Member Martinez was opposed.
Action taken: Mayor Swartz moved to conduct a special meeting to discuss service Option 2, a
Coordination Role, prior to June 30, second by Deputy Mayor Madewell. The motion carried 6 – 0.
ADJOURNMENT
The regular meeting was adjourned at 1:25 p.m.
