Summary/Background
Sta is presenting educational materials regarding water system safety, speci cally cross-connection control.
WAC 246-290-490 requires that Group A water systems adopt and implement a cross-connection control policy to prevent contamination of the public water supply by actual and
potential cross-connections. The presentation is for better insight into WAC minimum requirements, City of Moses Lake implementation of our cross-connection control policy, and the
process and procedures used in hazard evaluation, proper back ow protection devices, how they are used commensurate to degree of hazard and basic fundamentals of policy
compliance and administration.

2026 Federal Legislative Agenda
Securing Sustainable and Reliable Municipal Water Sources for the Long Term
•Support the City’s Efforts to Utilize Shallow Aquifers and Enable Deep Aquifer Recharge
•Secure Rights to Source Water from Moses Lake
o Liaise with U.S. Bureau of Reclamation regional and headquarters staff
o Engage with Congressional delegation to expedite USBR consideration of the
City’s application(s)
•Advocate for the Federal Government to fully fund and complete the remediation of the
Superfund site in north Moses Lake.
•Support the Port of Moses Lake’s efforts related to the extension of the W20 canal to
bring additional Columbia River water into Moses Lake.
•Advocate for full funding of the USBR’s East High Canal.
Identify a Second Lake Crossing Location
•Work with Grant County and other affected stakeholders on a funding plan for planning,
engineering, and design of second lake crossing
o Potential earmark application for PED funding
•Brief Congressional delegation on the need for a second lake crossing and obtain buy-in
and support for the project
Make Progress Towards WSDOT Highway Projects in Moses Lake
•Identify potential federal funding opportunities to support Broadway improvements and
upgrades to I-90 Mae Valley Interchange.
List of Potential Community Project Funding (aka, “earmark”) Requests:
1.Second Lake Crossing NEPA and EIS: $1.5 million
2.Peninsula Drive Force Main Upsize for Future Growth: $2 million
3.Wheeler Road Lift Station Replacement: $1.8 million
4.Reservoir 10 Construction: $2 million (total coast is $7-8 million)
