CALL TO ORDER
The special meeting of the Moses Lake City Council was called to order at 6:03 p.m. by Mayor
Swartz in the Council Chambers of the Civic Center with audio remote access. Special notice for
remote attendance was posted on the meeting agenda.
#1 Joint Workshop with North Central Regional Library
NCW Libraries representatives Barbara Walters, Kathleen Allstot, Melva Calloway, Tim
Dillman and (remote) Erin McCool attended to plea their inability to afford an increase to
the building maintenance agreement. The Library taxing area covers five counties with
30 locations, claiming Moses Lake to be one of the largest and most active branches in
their system.
Council approved an extension of the library use agreement for one year, maintaining the
previously budgeted square footage and reimbursement rate, and incorporating five
proposed changes from NCW Library staff.
Council requested to have continued discussions in 2026 regarding actual costs to the
residents that come from the building assessment being performed as part of the overall
facilities review.
#2 Budget Workshop #4
Finance Director Madeline Prentice continued slide deck presentation of proposed
revenue and expenses for the following Funds and Divisions: Legal/Judicial,
Miscellaneous General Services, Library, Rainy Day, Firemen’s Relief & Pension,
LOCAL Borrowing & General Obligation Bonds, Local Fiscal Recovery, Opioid
Abatement, Transportation Benefit District, Unemployment Compensation, Risk
Management, and Sanitation.

The special meeting was adjourned at 7:56 p.m.
