CALL TO ORDER
The special meeting of the Moses Lake City Council was called to order at 4:10 p.m. by Mayor
Swartz in the Council Chambers of the Civic Center.
#1 Water Legislation Strategy Discussion
State Lobbyist Briahna Murray, Gordon Thomas Honeywell Consultant, provided
summary explanations for the 2026 Top Priorities: Urgent Sewer Line Replacement, Mae
Valley I-90 Interchange Maintenance, Water Availability for a Growing Community, and
Construction of a second Lake Crossing.
Ms. Murray also presented a summarized explanation of Policy Statements: Sustainable
Energy, Association Development Organization Funding, Sustainable Aviation Fuel
Incentives, Industrial Land Development, PFAS Contamination, Fiscal
Sustainability/Unfunded Mandates, and Local Policy Controls for land use, development
codes, and right-of-way management. The City also supports the lobbying items
presented by the Association of Washington Cities Legislative Agenda that best serve the
local community.
#2 Moses Lake Water Supply Needs Discussion
Council and staff also reviewed the draft white paper outlining the history of the deep
basalt aquifer water rights, Odessa Groundwater Replacement Project, Moses Lake
Irrigation and Rehabilitation District water rights controlled by the Bureau of
Reclamation as part of the Columbia Basing Irrigation Project. The document also
summarized a long-term solution request requiring a state partnership for the city to
obtain shallow water rights, surface water from the Columbia River, and access to
irrigation water rights.
