STUDY SESSION
Financial Sustainability Plan Kickoff
Staff and consultant Jeff Pooley presented the Six-Year Financial Forecast scenarios, Financial
Sustainability Plan timeline, and introduction of Service Level Budgeting for the General and
Street Fund divisions to core, basic, or enhanced categories.
CALL TO ORDER
The regular meeting of the Moses Lake City Council was called to order at 7:31 p.m. by Mayor
Swartz in the Council Chambers of the Civic Center with audio remote access. Special notices
for remote attendance and citizen comment were posted on the meeting agenda.
ROLL CALL
Present: Mayor Swartz; Deputy Mayor Myers; Council Members Lombardi, Skaug, Fancher,
Graves, and Davis.
PLEDGE OF ALLEGIANCE
Council Member Graves led the Flag Salute.
AGENDA APPROVAL
Action taken: Council Member Lombardi moved to approve the Agenda as presented, second by
Council Member Graves. The motion carried 7 – 0.
PRESENTATION
NCW Tech Alliance
Becca Freimuth shared slides on the upcoming Fly Wheel Investment Conference being held this
spring in Wenatchee, WA. There was Council consensus to provide a $2,500 contribution toward
the event and partner with soliciting the event.

Action taken: Council Member Fancher moved to approve the Consent Agenda as presented,
second by Council Member Davis. The motion carried 7– 0.

STAFF REPORTS
A printed report was provided in the meeting packet from Finance for the State Auditor’s Office
(SAO) 2021 Audit Report. Staff requested an executive session February 17, provided updates
on Finance Director recruitment, Fire Services Study, America 250 museum events, and
distribution of the 2026 Spring - Summer Recreation Guide.
CITY COUNCIL MEMBER REPORTS
Council and Mayor shared update on new meeting date, time, and location for Airport
Commission, Grant County Health Board confirmation of appointment, community participation
at local fundraisers, legislative comments on Port of Moses Lake as a utility provider, successful
direction for Grant County Homeless Task Force, Deputy Mayor meeting with SAO staff, new
Transit Center in Ephrata, open house events for new Samaritan Hospital, and Mayor’s
upcoming trip to Olympia.

The regular meeting was adjourned at 8:18 p.m.
