MOSES LAKE CITY COUNCIL

CALL TO ORDER
The special meeting of the Moses Lake City Council was called to order at 6:00 p.m. by Mayor
Swartz in the Council Chambers of the Civic Center.
STUDY SESSION
Water Rates Study Workshop
FCS Consultants Angie Sanchez Virnoche and Chase Bozett provided a slide deck to illustrate
their rate setting data on assumptions of the operating forecast, capital improvement
comparisons, and cost of service rate design options based on irrigation tiers. A handout was
distributed at the meeting detailing rate options for a nine-year period. Council also discussed
senior discounts, low-income rates, water conservation efforts, and additional rate scenarios.
Western Avenue Vacate Ordinance Discussion
The draft ordinance was provided in the meeting packet which included three exhibits: legal
description, draft bill of sale, and draft municipal easement to grantor Homesly Properties, LLC.
(Consideration for adoption was postponed at the March 11 meeting).
JOINT WORKSHOP WITH PLANNING COMMISSIONERS
2025 Development Code Amendments Group 2, 3, 4
The Planning Commission held five public workshops and a final public hearing on January 16,
2026. Senior Planner Nathan Pate reviewed the first third of recommended amendments to the
Uniform Development Code. The next joint workshop will occur on March 10 as well as a
public hearing and consideration for adoption at City Council’s April 14 meeting.
2026 Comprehensive Plan and Development Regulations Amendment Docket
Planning Manager Vivian Ramsey and Building Official/Fire Marshall Chris Horton requested
pending site-specific amendments and annexations be postponed due to the Planning
Commissions heavy workload for the 2027 update of the Comprehensive Plan. Council
requested staff present the amendments for Land Use and Zoning maps and text for a public
hearing and consideration for adoption at Council’s March 24 meeting.

The special meeting was adjourned at 9:15 p.m.
