MOSES LAKE CITY COUNCIL
Tuesday, February 24, 2026
CALL TO ORDER
The regular meeting of the Moses Lake City Council was called to order at 6:31 p.m. by Mayor
Swartz in the Council Chambers of the Civic Center with audio remote access. Special notices
for remote attendance and citizen comment were posted on the meeting agenda.
ROLL CALL
Present: Mayor Swartz; Deputy Mayor Myers; Council Members Lombardi, Skaug, Fancher,
Graves, and Davis.
PLEDGE OF ALLEGIANCE
Deputy Mayor Myers led the Flag Salute.
AGENDA APPROVAL
Action taken: Mayor Swartz requested the addition of an Executive Session and moved to
approve the Agenda as amended, second by Deputy Mayor Myers. The motion carried 7 – 0.
PRESENTATIONS
Employee Introductions
Police Chief Sands introduced Cameron Duke and Cesar Sandoval as the two newest officers of
the Moses Lake Police Department. Administrative Services Manager/City Clerk Debbie Burke
introduced Ben Rodwell as the first full-time, with a single title, Deputy City Clerk.
Fire Chief Fire Life Saving Citizen/Community Awards
Fire Chief Perillo shared a slide deck presenting three life-saving awards for the immediate
actions taken while waiting for emergency responders to arrive, leading to successful patient
outcomes: Fresenius Kidney Care, the Bunten family, and Moses Lake Officer Juan Rodriguez.

SeeClickFix is the City’s new customer service portal designed to modernize and streamline the
reporting of non-emergency concerns. Staff have programmed tasks to ensure requests are routed
for efficient processing and the public has access to view others’ submissions.

Action taken: Council Member Fancher moved to approve the Consent Agenda as presented,
second by Council Member Lombardi. The motion carried 7 – 0.

OLD BUSINESS
#2 Financial Sustainability Plan
Staff led a comprehensive discussion on the General Fund and Street Fund programs
requesting Councils’ consideration on program categorization into core, basic and
enhanced service levels.
#3 Cross-Connection Control Amendment Ordinance 3091
The Cross-Connection Control Program protects the public water system from
contamination due to backflow events. The amendments will bring the Code up to date to
WAC 246-290-490 standard requirements for program administration, testing, inspection,
recordkeeping, and enforcement.
Action taken: Council Member Fancher moved to adopt Cross-Connection Control Ordinance
3091 as presented, second by Council Member Lombardi. The motion carried 7 – 0.
NEW BUSINESS
#4 Airport Runway Lighting Grant Approval
The Moses Lake Municipal Airport Commission is requesting City Council approve a
budget appropriation for the Moses Lake Municipal Airport Runway Lighting Project.
Action taken: Council Member Fancher moved to approve the Airport Runway Lighting Grant as
presented, second by Council Member Lombardi. The motion carried 7 – 0.
#5 Airport Pavement Preservation Grant Approval
The Moses Lake Municipal Airport Commission is requesting that City Council approve
a budget appropriation for the Moses Lake Municipal Airport for a pavement project.
Action taken: Council Member Davis moved to approve the Airport Pavement Preservation
Grant as presented, second by Council Member Graves. The motion carried 7 – 0.
#6 2025 Comprehensive Plan Amendments
Amendments were proposed for a land use designation, water and wastewater system
plans, and a policy adjustment based on Department of Commerce feedback. A formal
public hearing will be scheduled for the March 24 Council Meeting.
STAFF REPORTS
Staff invited everyone to the Frosty Finds event this Saturday, to the Special Olympics cheer
team send off on Friday, and provided an update to the WSDOT Hanson Rd bridge replacement.
CITY COUNCIL MEMBER REPORTS
Updates were given on Grant County EDC board membership, municipal airport commission
candidate review, community engagement plans for Mae Valley and Laguna residents, Samaritan
Hospital opening, Homeless Housing Task Force, meetings with state officials, and attendance at
local fundraisers.

EXECUTIVE SESSION
Mayor Swartz called an Executive Session for 15 minutes at 9:14 p.m. to consider real estate
acquisition pursuant to RCW 42.30.110(1) subsection (b) with no action to follow.
ADJOURNMENT
The regular meeting was adjourned at 9:29 p.m.
