CC Min 2022 07 12MOSES LAKE CITY COUNCIL July 12, 2022 STUDY SESSION Grant County Emergency Management Emergency Management Specialist Kyle Foreman discussed the planning role and incident response of the Grant County Emergency Management team. Staff will forward weblinks for Council to take the online FEMA Incident Command System (ICS) trainings that are required for Council to be completed in order to be eligible for funding from FEMA. CALL TO ORDER The regular meeting of the Moses Lake City Council was called to order at 6:30 p.m. by Mayor Hankins with audio remote access. Special notice for remote attendance and citizen comment were posted on the meeting agenda. ROLL CALL Present: Mayor Hankins; Deputy Mayor Myers; Council Members Fancher, Eck, Swartz, Madewell, and Martinez. PLEDGE OF ALLEGIANCE Community Development Director Kirsten Sackett led the Flag Salute. AGENDA APPROVAL Action taken: Council Member Eck moved to approve the Agenda as presented, second by Council Member Swartz. The motion carried 7 – 0. SUMMARY REPORTS ADDITIONAL BUSINESS Council Member Martinez asked to bring a pending variance back to the next Council Meeting to discuss the status. Staff will look into the application status and advise Council Member Martinez of next steps. CITY MANAGER’S REPORT Employee New Hire for Public Works A brief introduction was given of Hector Barajas, Facilities Maintenance Worker II. Grant County Board of Health Membership AGCCT members nominated Council Member Martinez for one of the elected positions on the Grant County Board of Health which is now pending confirmation from the Grant County Board of Commissioners. It was also noted that Council Member Swartz was elected AGCCT President. CONSENT AGENDA #1 a. City Council meeting minutes dated June 28, 2022 b. MACC Hold Harmless and Mutual Indemnity Agreements h. Halls-Vista-Central Towing Termination Council Member Martinez temporarily pulled item (d) to request information on how the projects were chosen and how people will be notified for traffic impact during the projects. Action taken: Council Member Eck moved to approve the Consent Agenda as presented, second by Council Member Martinez. The motion carried 7 – 0. NEW BUSINESS #2 Hansen Rd and Westshore Reimburse Ordinances – First Presentation As part of the Sagecrest Major Plat improvements, the Developer was required to improve Westshore Drive and Hansen Road fronting the plat. The City of Moses Lake agreed to participate in the improvements, filling in the gaps for uncovenanted property on Westshore Drive and the completion of the West side of Hansen Road. Two ordinances were prepared to for reimbursements to the City. #3 Police Department Imprest Account Resolution 3905 The Police Department receives periodic donations that are directed for a specific purpose and intended to address an immediate need. In order to properly account for and report these activities, the Finance Department would like to establish a separate checking account (revolving/imprest fund) with an authorized balance of $2,000 for the Police Department to collect and disburse the donated funds. Action taken: Council Member Swartz moved to adopt Resolution 3905 as presented, second by Council Member Eck. The motion carried 7 – 0. #4 Airport Commission Imprest Account Resolution 3906 In order to assist the Airport Commission in carrying out the day-to-day operations of the airport, the Finance Department is requesting to establish a separate checking account (revolving/imprest fund) with an authorized balance of $3,000. Action taken: Council Member Eck moved to adopt Resolution 3906 as presented, second by Council Member Martinez. The motion carried 7 – 0. ADMINISTRATIVE REPORTS Candidate Forum The Chamber of Commerce is holding a candidate forum in the Council Chambers on Tuesday, July 19, from 6-8 p.m. Annual Police Report The preliminary report is out under review and will be posted later this month on the Document Ref: RAZDB-YGGIE-ADP29-GLZM6 Page 2 of 3 CITY COUNCIL MINUTES – July 12, 2022 pg. 3 City’s website and social media platforms. Overall, the City’s crime rate has increased over the past year as a result of changes in law enforcement legislation. EXECUTIVE SESSION Mayor Hankins called an Executive Session at 6:53 p.m. to be held for 15 minutes pursuant to RCW 42.30.110(1)(i) to discuss potential litigation with Council, Acting City Manager Kevin Fuhr, City Attorneys Katherine Kenison (via phone) and Anna Franz, and there will be no action to follow.
