CALL TO ORDER
The regular meeting of the Moses Lake City Council was called to order at 6:30 p.m. by Mayor
Myers with audio remote access. Special notice for remote attendance and citizen comment were
posted on the meeting agenda.
ROLL CALL
Present: Mayor Myers; Deputy Mayor Martinez; Council Members Eck, Skaug, Fancher,
Madewell, and Swartz.
PLEDGE OF ALLEGIANCE
Mayor Myers led the Flag Salute.
AGENDA APPROVAL
Deputy Mayor Martinez requested that Consent Agenda item (d) WSDOT SR-17 Project Noise
Variance be moved to New Business. City Manager Allison Williams added Water Rights Fee
Resolution 3925 to the Consent Agenda.
Action taken: Council Member Eck moved to approve the Agenda as amended, second by
Council Member Swartz. The motion carried 7 – 0.
CITIZEN’S COMMUNICATION
Process and Communications
Richard Pearce, Moses Lake, expressed his frustration with routine and other processes related to
quasi-judicial hearings. City staff and Mayor Myers warned him several times to not comment
on the subdivision topic that will come before the Council in January as a closed record hearing.
PRESENTATION
Civic Plus Website Redesign Preview
Communications and Marketing Specialist Lynne Lynch presented a preview of the website
redesign. There will be separate calendars for meetings and events, a new water conservation
page, and an icon added on the homepage for citizen options to select language translation.

MAYOR’S REPORT
Reappoint Grant Transit Board Member
Mayor Myers requested re-appointment to the Grant Transit Board Member position for a
one-year term expiring December 31, 2023.
Action taken: Council Member Eck moved to approve the reappointment, second by Deputy
Mayor Martinez. The motion carried 7 – 0.
Cancel December 27 City Council Regular Meeting
Mayor Myers proposed to cancel the December 27, 2022, regular meeting.

Action taken: Deputy Mayor Martinez moved to approve the cancelation, second by Council
Member Swartz. The motion carried 7 – 0.
CITY MANAGER’S REPORT
Employee New Hire
Police Chief Kevin Fuhr introduced and administered the Oath of Office to Isaac Taylor.
3rd Quarter Financial Report
The 3rd quarter report was posted as an addendum to the packet prior to the meeting. Finance
Director Madeline Prentice advised that revenues are coming in strong, and that expenses are
at 66% of the budget and not expected to exceed revenues.
Water Outreach Communications Plan
Communications and Marketing Specialist Lynne Lynch and Assistant City Manager Rich
Huebner are putting together a plan to engage the community in the discussions related to
water consumption. Staff will be reaching out to local and regional groups and update the
City’s webpage for water conservation. GeoEngineers Consultant Kevin Lindsay has been
contracted to provide an update to the 2012 Groundwater Management Report specific to
Moses Lake. City and Conservation District staff will conduct a Water Conservation and
Lawn Maintenance seminar on May 6. The City has put together a staff team to identify
parks that can be served with lake water.

Action taken: Council Member Fancher moved to approve the Consent Agenda as amended,
second by Council Member Eck. The motion carried 7 – 0.
OLD BUSINESS
#2 2023 City Legislative Agenda
The proposed Legislative Agenda reflects the City’s key initiatives on Water
Infrastructure, Police Reform, Infrastructure Funding, Maintaining and Expanding
Flexibility of Funding Sources, and a Community Services Center Construction.
Action taken: Council Member Madewell moved to postpone the City Legislative Agenda and
have language rewritten on the Community Services Center Construction, second by Council
Member Eck. The motion carried 5 – 2. Deputy Mayor Martinez and Mayor Myers were
opposed.

NEW BUSINESS
#3 2022 Budget Adjustment Ordinance 3017
The ordinance increases the 2022 budget for several funds resulting in citywide total
expenditures of $3,769,822 and adds $847,621 to estimated revenues. Most items have
been previously addressed by the full Council or the Finance Committee. Other
amendments included homeless services catch up to align with the grant fiscal cycle and
ta few street expenditures carried over from 2021 projects.
Action taken: Deputy Mayor Martinez moved to adopt Ordinance 3017 as presented, second by
Mayor Myers. The motion carried 7 – 0.
#4 Compost Products Procurement Ordinance 3018
Cities with a population greater than 25,000 are required to adopt and implement a
compost procurement ordinance by January 1, 2023. The purchasing policy revision will
be presented in 2023 to add composting product language for new projects.
Action taken: Council Member Fancher moved to adopt Ordinance 3018 as presented, second by
Deputy Mayor Martinez. The motion carried 7 – 0.
#5 WSDOT SR-17 Project Noise Variance
Deputy Mayor Martinez and several Council requested WSDOT notify residents that
would be affected by nighttime construction noise.
Action taken: Deputy Mayor Martinez moved to allow the variance with a requirement of public
notification and project paving schedule being presented to Council, second by Council Member
Swartz. The motion carried 7 – 0.
ADMINISTRATIVE REPORTS
Community Development Code Update
Community Development Director Kirsten Sackett reviewed their goals on the Code
update to be simplifying permit process, being consistent, and making the Code readable.
They will consolidate Titles 14 – 20 and propose four process types: basic permits,
general public notice, land use, and Comprehensive Plan updates. These types will be in
a table with cross references to regulations.
EPA Superfund Site Update
Staff received an update from the new EPA Project Manager Piper Peterson on
November 30. They have committed to increasing communication with the city, as well
as doing quarterly reports to the public. They conducted a series of new testing which
will be shared with Council once published.
Employee Breakfast December 14, Civic Center to Open Late
The annual employee breakfast is tomorrow at 7:30 a.m. All Council Members are
welcome to attend. The Civic Center services will open to the public at 9 a.m.

Recycle Update
The recycle program revenues have not turned around. Materials are still going to
Spokane but the market has not changed to become a revenue to the City.
Parks, Recreation, and Cultural Services Director
Interview of final candidates will be January 9. Council Member Eck and Council
Member Madewell volunteered to participate in the interviews.
COUNCIL COMMUNICATIONS AND REPORTS
Council Member Swartz attended the Association of Grant County Cities and Towns meeting
via zoom. Deputy Mayor Deanna was nominated to continue serving on the Grant County Board
of Health. They also discussed changing by-laws so the President’s paid staff will automatically
serve as the Secretary/Treasurer position.
Deputy Mayor Martinez is looking forward to continuing as a representative on the Grant County
Board of Health. She attended Finance Committee today and reported that the Watershed
Council has canceled their December Meeting. She also thanked staff for being prepared ahead
of time for the snow and for improved communications to the public.
Mayor Myers thanked volunteers who have shoveled other neighbors’ sidewalks. He will be
attending the Grant Transit Authority board meeting on Thursday, December 15.
EXECUTIVE SESSION
Mayor Myers called an Executive Session at 8:12 p.m. for 45 minutes to review performance of
a public employee, and potential litigation pursuant to RCW 42.30.110(1) subsections (g) and (i)
with no business to follow. Mayor Myers extended the Executive Session for 25 minutes.
ADJOURNMENT
The regular meeting was adjourned at 9:22 p.m.
