2010 06 227030 MOSES LAKE CITY COUNCIL [i June 22,2010 Council Present:Jon Lane,Bill Ecret,Dick Deane,David Curnel,Karen Liebrecht,Brent Reese, and Richard Pearce The meeting was called to order at 7 p.m. by Mayor Lane. PLEDGE OF ALLEGIANCE:Police Chief Mitchell led the Council in the pledge of allegiance. PRESENTATIONS AND AWARDS Administration:Sophia Guerrero,Executive Secretary,was introduced to Council. CONSENT AGENDA Minutes:The minutes of the June 8,2010 meeting were presented for approval. Approval of Claims. Prepaid Claims.Checks,and Payroll:Vouchers audited and certified by the Finance Director as required by RCW 42.24.080,and those expense reimbursement claims, certified as required by RCW 42.24.090,have been recorded on a listing which has been made available to the Council for approval and is retained for public inspection at city hall.As of June 22,2010 the Council does approve for payment claims in the amount of $422,529.17;prepaid claims in the amounts of $23,553.69 and $17,052.96;claim checks in the amount of$742,798.55; and payroll in the amounts of $52,338.19 and $1,416.92. ^J Grace Harvest Church Final Major Plat and Findings of Fact:Grace Harvest Church submitted a //3Q> one lot final plat for7.83 acres located at the intersection of Jones Avenue and Division Street. The site is zoned R-1,Single Family Residential,which corresponds with the Comprehensive Plan Land Use Designation of LowDensity Residential.The Planning Commission recommended that the final plat be approved with conditions. As no appeal was taken from this decision of the PlanningCommission,the Council'sapprovalofthisdecision incorporates andadopts the Findings, Conclusion and Decision of the Planning Commission. Action Taken:Mr.Ecret moved that the Consent Agenda be approved,seconded by Dr.Curnel, and passed unanimously. COMMISSION APPOINTMENTS -None CONSIDERATION OF BIDS AND QUOTES SEAL COAT PROJECT 2010 ^J The city received two bids forthe 2010 Seal Coat Project.This project consists of chip and fog sealing various city streets. Action Taken:Mr.Pearce moved that the bid and Additive 1 be awarded to Central Washington Asphalt,Inc.inthe amount of $505,206,seconded by Mr.Reese,and passed unanimously. '°'9<4 /027 7033 CITY COUNCIL MINUTES June 22, 2010 Action Taken:Mrs.Liebrecht moved that a waiver be granted to the requirement to install improvements at 1075West Marina so that a handicapped rampcan be installed for the use ofthe Food Bank,seconded by Dr.Curnel, and passed unanimously. ORDINANCE -AMEND PARKING REGULATIONS -1st READING An ordinance was presented which amends the parking regulations to limit the parking to GTA buses on that portion of Alder Street that fronts the new bus shelter located by the Community Gardens,a no parking zone north of the main entrance of the Moses Lake Presbyterian Church, and no parking on portions of Clover Drive, Hamilton Road,Industrial Court, Road F,and Yonezawa Boulevard. The ordinance amending Chapter 10.12 of the Moses Lake Municipal Code entitled "Parking Regulations"was read by title only. Bill Johnson, representingthe PresbyterianChurch,stated thatcars parkadjacenttothe entrance to the church which creates a blind exit for cars exiting on to Ivy.The request is to extend the no parking zone from the existing fire hydrant an additional 20'. Greg Wright,Grant Transit Authority,statedthatbuses stop 14timesatthe location onAlder Street between Fourth and Third.The request is to have this location identified and painted as a bus zone. Action Taken:Mr.Deane moved that the first reading of the ordinance be adopted,seconded by Mr.Reese,and passed unanimously. /0 75 "~ORDINANCES -AMEND STORMWATER REGULATIONS -1st READINGS Ordinances were presented which amend the regulations pertainingto stormwater. The ordinance amending Chapter 13.01 of the Moses Lake Municipal Code entitled"Stormwater General Provisions"was read by title only. Action Taken:Mr.Ecret moved that the first reading of the ordinance be adopted,seconded by Dr.Curnel, and passed unanimously. The ordinance amending Chapter 13.02 of the Moses Lake Municipal Code entitled"Stormwater Illicit Discharge Detection and Elimination"was read by titleonly. Action Taken:Mrs.Liebrecht moved that the firstreading of the ordinance be adopted,seconded by Dr.Curnel, and passed unanimously. The ordinance amending Chapter 13.03 of the Moses Lake Municipal Code entitled"Stormwater Utility and Provisions for Rate Structure" was read by titleonly. Action Taken:Mr.Pearce moved that the first reading of the ordinance be adopted,seconded by Mr.Reese,and passed unanimously. ActionTaken;Mr.Deane moved that the first readingof the ordinance be adopted,seconded by Dr. Curnel, and passed unanimously. ORDINANCE -CREATE 13.035 -1st READING An ordinance was presented which establishes the requirements for construction and post construction of stormwater runoff. The ordinance creating Chapter 13.035 ofthe Moses Lake Municipal Code entitled "Construction and Post Construction Stormwater Runoff'was read by title only. ActionTaken:Mr.Reese moved that the first readingof the ordinance be adopted,seconded by Mr.Pearce,and passed unanimously. There was some discussion by the Council on the stormwater issues. RESOLUTION -ACCEPT DONATION -BUDU RACING A resolution was presented which accepts a $2,000 donation from Budu Racing. The funds will be used for recreational programs in the Parks and Recreation Department. The resolutionaccepting a cash donationof $2,000 from Roryand Deanna Muller of Budu Racing was read by title only. Action Taken:Mrs.Liebrecht moved that the resolution be adopted,seconded by Mr.Reese,and passed unanimously. REQUEST TO CALL FOR BIDS -None REFERRALS FROM COMMISSIONS -None OTHER ITEMS FOR COUNCIL CONSIDERATION CIVIC CENTER COMPLEX -NIGHT WORK ^ Team Construction requested permission to work between the hours of 5 a.m.and 7 a.m.for the concrete work at the new civic center site. Action Taken:Dr.Curnel moved thatthe request be granted,seconded by Mr.Reese,and passed unanimously. MOSES LAKE YOUTH BASEBALL The Moses Lake Youth Baseball has requested permission to sell T-shirts and raffle tickets at their (j tournaments this year.These are non-food or beverage items which do not compete with the ^-^established City concession operations. /07i- /OYb 'O/c? hip 7035 CITY COUNCIL MINUTES June 22, 2010 Spencer Grigg,Parks and Recreation Director,stated that the staff has no concern about the selling of T-shirts and raffle tickets.
