SPECIAL MEETING

Council Present:Dick Deane,Bill Ecret,Karen Liebrecht,Jason Avila,Jon Lane,Todd Voth,and David Curnel
The meeting was called to order at 7 p.m. by Mayor Deane.
2015 BUDGET DISCUSSION
Joseph K.Gavinski, City Manger,reported on the status of a preliminary 2015 budget and provided the
Council with a number of possibilities available to help balance the budget.
Ryann Leonard,instructor at BigBend Community College,read a statement suggesting the CityCouncil not
cut funding to the City's "first responder agencies".
Action Taken:Mr.Voth moved to allow the MAC Holiday Show to take place with some private sponsorship
and with the City not providing for any out-of-pocket expenses,seconded by Mrs.Liebrecht and passed
unanimously.
Action Taken:Mr.Ecret moved to accept the following suggestions from the City Manager
1.Eliminate wage increases for all City employees in 2015 -$333,000
2. Not open Larsen Rec Center including ice rink -$125,000
3.Eliminate concert series and marketing program -$192,000
4.Eliminate fireworks display -$16,000
5.Reduce contribution to Health District -$20,000
6.Reduce contribution to Economic Development Council -$20,000
7.Eliminate contribution to Wellness Program from the 2%discount the City receives in medical
premiums-$30,000
and delay consideration of the following suggestions
1.Reduce force in General Fund by 3 people at this point -$225,000
2.Reduce subsidy to Ambulance Fund back to $400,000 -$100,000
until after the City has better knowledge of the real property taxes it will receive,which should be in the later
part of February or the early part of March 2015,seconded by Mr.Voth,and passed with Mr.Deane opposed.
Katie Griggs,Moses Lake Youth Hockey Association,stated that at this time they cannot afford the cost of
the insurance for public skating and unless the Council is willing to lease the facility for private usage,they
would not pursue a lease.
The special meeting was adjourned at 8:30 p.m.
