Executive SecretarySophiaGuerrerocalledthe roll.The following were: Present:Mayor Todd Voth,Deputy Mayor Karen Liebrecht,and Council members Bill Ecret,Don Myers,Mike Norman, David Curnel,and Ryann Leonard PLEDGE OF ALLEGIANCE:Ava Voss and Joelee Green-Cerrillo,Endeavour Soccer Academy,led the Council in the flag salute. SUMMARY REPORTS CERTIFICATION OF ACHIEVEMENT -ENDEAVOUR SOCCER ACADEMY ^^ ACertificate of Achievement was presented to members of the Endeavour Soccer Academy for their bronze finish in the2016Washington CupSpring/Puget Sound Premier League. PARKS AND RECREATION COMMISSION Mayor Voth requested Council confirmation of the re-appointment of Tiffany Quilter to the Parks and Recreation Commission. Action Taken:Mrs.Liebrecht moved that the re-appointment ofTiffany Quilter beconfirmed,seconded by Mrs. Leonard, and passed unanimously. WELLCITY John Williams,City Manager,stated that the City has met the AWC Trust's WellCity standards and earned a 2%discount on medical premiums for 2016.The following City employees who work on the Wellness Committee and work on the Wellness events were recognized -Billie Jo Muftoz,Freya Liggett,Rick Rodriguez,Tasiya Oliver,Levi Bisnett,Olivia Martinez,Richard Bisnett,and Tanyaa Haines. CONSENT AGENDA Minutes:The minutes ofthe May 24 meeting werepresentedfor approval. Approval of Claims.Prepaid Claims.Checks,and Payroll:Vouchers audited and certified by the Finance Director as required by RCW 42.24.080,and those expense reimbursement claims,certified as required by RCW 42.24.090,have been recorded on a listing which has been made available to the Council for approval and is retained for public inspection atthe Civic Center.As of June 14,2016 the Council does approve for payment claims in the amount of $1,347,354.10;prepaid claims in the amounts of $115,611.79 and $56,316.22;claim checks in the amount of$1,569,516.46;and payroll in the amount of$352,482.58. Cascade Park Preliminary Maior Plat and Findings ofFact:The City ofMoses Lake submitted anapplication //c for a preliminary plat to subdivide 38.32 acres into 3lots.The site is located in Cascade Valley.The site is zoned Public,which corresponds with the underlying Comprehensive Plan Land Use Designation ofpublic. ThePlanning Commission recommended that the preliminary plat be approved with conditions. Resolution - Accept Deed -Bernhardt:A resolution was presented which accepts a deed from William and Deena Bernhardtand Scott Bernhardtforan activity trail locatedadjacent to the BemhardMajor Plat. Resolution -Accept Improvements -Barrinqton Point 3Maior Plat:Aresolution was presented which accepts //*?G> thestreetand utility improvements constructed as partofthe Barrington Point 3 Major Plat. Action Taken:Mr.Norman moved that the Consent Agenda be approved, seconded by Mr.Curnel,and passed unanimously. /07/ /o?C> •<??<* /o</o 7734 CITY COUNCIL MINUTES June 14, 2016 PUBLIC HEARINGS /D#7 ORDINANCE -VACATE RIGHT-OF-WAY -BLANCHET AVENUE Anordinancewas presented which vacatesa portion of BlanchetAvenue adjacentto Lot 1,Block 1,HLH Plat. The ordinance vacating a portion of right-of-way was read by title only. GilbertAlvarado,Community Development Director,gave some history of the vacation of Blanchet Avenue and explained the process andthe factthatthe Cityhas requested one halfthe appraised value ofthe vacated property. The public hearing was opened.There were no comments,so the public hearing was closed. OLD BUSINESS JO&7 ORDNANCE -AMEND 10.12 -PARKING REGULATIONS -2ND PRESENTATION Anordinancewas presented whichamends the parking regulations by prohibiting parking and unloading on both sides of Knolls Vista Drive from Stratford Road to Northshore Drive,the north side of Nelson Road from Division Street to Baker Street, the south side of Nelson Road from Division Street to Skyline Drive,and in the roundabouts. The ordinanceamendingChapter10.12ofthe Moses Lake Municipal Codeentitled"Parking Regulations"was read by title only. ActionTaken:Mr.Norman moved that the ordinancebe adopted,seconded by Mrs.Leonard,and passed unanimously. NEW BUSINESS /OUPs ORDINANCE -CREATE 5.12 -SPECIAL EVENTS An ordinancewas presented which creates an administrative process forapproving ordenying special events held within the City. John Williams City Manager, and Gilbert Alvarado,Community Development Director,provided some background on the existing process and the proposals to streamline that process. There was considerable discussion by the Council. //3<?RESOLUTION -ACCEPT GRANT -PAUL LAUZIER FOUNDATION A resolution was presented which accepts a $30,000 grant from the Paul LauzierCharitable Foundation.The funds are to be used to repair and improve the firetraining facility at Fire Station 1. The resolution accepting a grant of $30,000 from the Paul Lauzier Charitable Foundation was read by title only. Brett Bastian,Acting Fire Chief,explained that the burn facility was in such disrepair that itwas demolished. The funds will be used to purchase sea-going connex boxes that will be retrofitted as a burn facilityat the existing training tower.Repairs will also be made to some of the training props in the training tower and the car fire prop. Action Taken:Mr.Ecret moved that the resolution be adopted,seconded by Mr.Curnel, and passed unanimously. 7735 CITY COUNCIL MINUTES June 14,2016 RESOLUTION -ACCEPT DONATION-MOSES LAKE ADULT HOCKEYASSOCIATION Aresolution was presented which accepts a$1,000 donation from the Moses Lake Adult Hockey Association. The funds are to be used towards the purchase of additional storage sheds forthe ice rink. The resolution accepting a cash donation of $1,000 from the Moses lake Adult Hockey Association was read by title only. Action Taken:Mrs.Leonard moved that the resolution be adopted,seconded by Mr.Curnel,and passed unanimously. DISCHARGETO SEWER - FARWEST STEEL CORPORATION Tom Scevers,Operations Manager,Farwest Steel Corporation,requested permission to discharge water from their tank that is used for their steel cutting operations through a hose and into a privately owned manhole that discharges to the City's sewer system.The discharge will be up to 10,000 gallons per occurrence that willhappenuptothreetimesperyear.The initial water test results showed no adverse impacts on the City's system. Mr.Scevers stated that they have been in business since 2000 and explained the use of water in their process. There was some discussion by the Council. Action Taken;Mr.Ecret moved that the request be granted,seconded by Mrs.Leonard,and passed unanimously. ADMINISTRATIVE REPORTS RETAIL CONFERENCE Gilbert Alvarado,Community Development Director,reported on the Retail Conference that was attended byCitystaffandvariousagencies.He mentioned that there were meetings with 50 companies and at least 19 potential business interested in Moses Lake.
