The Edwards nursery site has been in the UGA since 1999 at the original adoption of the County’s Comprehensive plan which established the UGA boundaries. We’re unclear (at the moment) why the Edwards nursery site was ever removed from the UGA, there is no land use action file (i.e comp plan amendment) that would have resulted in its removal; therefore, we corrected the UGA boundary to include (again) the Edwards site. This correction occurred on or about April 1, 2020, and Elisabeth Lauver, the County’s GIS Coordinator has updated the UGA layer appropriately. If we have the fire district properties still depicted as being in the UGA, I’ll have her correct that. Had it not been for the question about Nelson Road’s proximity to the UGA, it may have been some time before we discovered this discrepancy, we’re thankful that the access issue for the school brought this to light. In short, I am not aware of any changes needed to the adopting resolutions. There also may be some efficiency in having Cindy Smith and Elisabeth have a direct conversation about the mapping data and documentation. As I was reading through ordinance 2947 I noticed that the ordinance states that the entire ROW of Nelson Rd was within the City’s UGA. That statement is not consistent with what the City has defined as the UGA boundary. I know that there have been some differences between how the City defines the UGA and how the County defines it. I attached snapshots of the boundaries in that area as defined by the City and also a comparison of the City vs the County boundary. The County boundary has also changed since we first discovered this issue. The County originally placed the fire station parcel in the UGA and their most current version of the boundary has it outside the UGA. This is based on the Grant County GIS data. There are also several other areas where the City UGA boundary does not match the County’s. I have shared these discrepancies with planning and Grant County GIS starting in May of 2017 and again more recently. They are also attached here. If there has been an agreement on which of these boundaries we’re going to use I have not been made aware of it. I would also like to know what the mechanism would be for resolving these issues. It is important that the GIS data be accurate because these boundaries are used by almost all City departments. Whenever possible the GIS data should be backed by official documentation. My concern for ordinance 2947 is that inaccurate language may perpetuate unforeseen problems in the future. I am also working on a data package to send to Berk Consulting to be used in the Comp Plan update. I think it would be good to resolve these issues ourselves before we send them the data.
