AN ORDINANCE AMENDING CHAPTER 20.05 OF THE MOSES LAKE MUNICIPAL
CODE ENTITLED "CONSOLIDATED APPLICATION PROCESS"
THE CITY COUNCIL OF THE CITY OF MOSES LAKE,WASHINGTON ORDAINS AS FOLLOWS:
Section 1.Chapter 20.05 of the Moses Lake Municipal Code entitled "Consolidated Application Process"is
amended as follows:
20.05.020 Pre-application Meetings:
A. Informal: Applicants fordevelopment are encouraged to participate inan informal meeting prior
to the formal pre-application meeting.The purpose of the meeting is to discuss,in general
terms,the proposed development,Citydesign and construction standards and alternatives,and
required permits and approval process.
B.Formal:Every person proposing a development in the City shall attend a pre-application
meeting,except for the following:
1.building permits and mobile home placement permits;
2.home occupations;
3.planned developments;
4 junkyard fences (auto wrecking yards);
5 rebuilding duplexes in R-1 zone-exclusion;
6.requests to build on unplatted land;
7.platting deemed insufficient;
8. lot line adjustments;
^_^9.parcel combination;
10.final major plat;and
11.requests for subdivision variances.
C.Purpose:
1.The purpose of the pre-application meeting is to discuss the nature of the proposed
development,application and permit requirements,fees,review process and schedule,
applicable plans,policies and regulations.In order to expedite development review, the
Cityshall inviteall affected jurisdictions,agencies and/or special districts known to the City
to the pre-application meeting.
2. Completion ofa pre-application meeting does not constitute a formal application and does
not create a vested right. Ifthe proposed project is not allowed within the Moses Lake
Municipal Code,a pre-application meeting will not be held.
Section 2.The City Council declares that an emergency exists and this ordinance is deemed a public
emergency ordinance necessary for the protection of publichealth, publicsafety,public property,or public
peace and shalltakeeffect immediately as provided bylaw uponone readingifa majority plusone ofthe whole
membership of the City Council vote in favor of passage.
