AN ORDINANCE RELATING TO THE MUNICIPAL WATER
SYSTEM OF THE CITY OF MOSES LAKE,WASHINGTON,
REGULATING THE USE OF WATER THEREFROM,PROVID-
ING FOR THE SALE OF THE SAME,FIXING THE PRICE
THEREOF,PROVIDING A METHOD OF COLLECTING
CHARGES THEREFOR,AND FIXING THE METHOD OF
i COLLECTING FOR THE USE OF FACILITIES AND FUR-
NISHING OF SERVICES BY THE SEWER SYSTEM AND
SEWERAGE DISPOSAL PLANT OF THE CITY OF MOSES
LAKE,AND PROVIDING PENALTIES FOR THE VIOLATION
THEREOF AND REPEALING ORDINANCES 32,179,402
AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT HEREWITH
THE CITY COUNCIL OF THE CITY OF MOSES LAKEDOES ORDAIN AS FOLLOWS:
Section 1.Residential Water Rates
(1)The following shall be the rate charged for water from the
city water system for single family dwellings and duplexes:

i (2)The following shall be the minimum monthly amounts charged
according to each meter in service:

(3)Duplexes served by a single meter,whether the second unit is
is occupied or not,shall be charged $1.00 per month in addition
to the above charges .
Section 2 .Commercial Water Rates
(1)The following shall be the rate charged for water from
the city water system for commercial users and dwellings
with three or more living units:

(2)The following shall be the minimum monthly amount

(3)Apartments,Motels,Hotels,Trailer Courts and Office
Buildings:
In addition to the metered water charges,the following basic
(demand)charges shall apply to each and every available
space:
(a)Apartment,Motel units,Hotel rooms and Trailer
Court spaces -25#per month per additional unit,
whether occupied or not.
(b)Office Buildings:(1)Per office available with
plumbing-31.00 per month per

(c)Separate businesses:
(1)With plumbing -$1.00 per month

Section 3.Sewer Rates
(1)Single family residence $2.00 per month
(2)Duplexes:(a)with 2 meters $2 .00 per month per meter(b)with single meter $2.80 per month (whether
second unit is occupied or not.)
(3)Commercial and multiple dwellings 80%of total monthly water
with 3 or more living units (Apts.,charges
Motels,Hotels,Trailer Courts,etc.,)
(4)Air conditioning and refrigeration:
All air conditioning and refrigeration units that are installed,
replaced,or that have capacity increased after the effective dateofthisordinanceshallberequiredtoinstallrecirculatingunits
or to discharge their waste water into a storm sewer system.Dis-
posal may not be accomplished by discharging into the sanitary
sewerage system.

(5)Sewer cherges waived:
Upon application to the City of Moses Lake,a business,apartment
house,etc.,irrigating more than 5000 square feet of area,under
the commercial water rate may receive credit for sewer charges onwaterusedforirrigationorlandscapingduringthemonthsofApril
to September,inclusive.
Credit may also be received for water used for air conditioning
units exceeding three (3)tons in capacity,whose discharge is
not into the sanitary sewerage system.
The City will estimate the amount of credit based upon available
data or the property owner may install a separate meter for thesolepurposeofservinganirrigationorsprinklersystem.
(6)Industrial sewer rates:
Sewer rates for industrial or processing plants shall be separatelydeterminedbytheCityCouncil,based upon both volume and
chemical characteristics of the sewage .The City Council
reserves the privilege to require pre-treatment of any material
discharged into the sewerage system,or to prohibit discharge
into the system of industrial wastes that,because of either
volume or concentration will overload existing sewerage facilities .
(7)It is clearly understood that the foregoing charges in no way alters
or repeals any rules and/or regulations heretobefore enacted by
ordinances regarding the sewer system of the City of Moses Lake .
Section 4.Pavment of Accounts
Water and sewer bills shall be the responsibility of and billed directlyItothepropertyowner,and the same shall be due and payable on orbeforethe10thdayofeachmonthandshallbecomedelinquentonsaiddate.The City reserves the right to cut off the water supply from
the premises and the water supply may be cut off if either the waterchargeorthesewerchargeisdelinquent,or both,and should said
water supply be turned off for failure to pay the sewer charge and/or
water charge,when due,said water supply shall not be turnedon
until all delinquent charges have been paid in full.The sum of $3.00
as a turn-on charge shall be added to the amount due and payable.
PROVIDED,FURTHER,that the City shall have a lien against the
premises for unpaid water and sewer charges as provided by the
laws of the State of Washington.
Section 5 .Application for New Water and Sewer Service
Application for water and sewer service shall be made upon forms
prescribed by the Finance Director.The water charge shall begin
to run from the date water is turned on and the sewer charge shall
start after the sewer line has been inspected.
I Section 6.Temporarily Vacant or Unoccupied Premises
The minimum water and/or sewer service shall continue until an order in
writing to discontinue service has been given.The water shall notbeturnedonuntilarequestinwritingisgivenfortheturningonof
said service.The sum of $3.00 as a service charge shall be addedforeachturn-on for each change of service to another occupant.
When water and sewer service is resumed,billing shall commence fromthedatewaterserviceisturnedon.Where water is turned on prior
to the 15th of the month,the water and sewer shall be charged for
a full month.Where water is turned on after the 15th of the month,
water and sewer shall be charged for one-half month.

Section 7.Hydrant Rental
The City of Moses Lake shall pay from its Current Expense Fund
to the Water and Sewer Fund the sum of $20.00 per hydrant per
year in payment to the City Water Department for water used through
the fire hydrants in the City.

Confliecting Ordinancerdinances
in conflict herewith are
hereby repealed.
Section 9.Partial Invalidity
The invalidity of any part of this ordinance shall not affect the
validity of any other part of this ordinance which can be given
effect without such invalid part or parts .
Section 10 .Violations .
Any person,firm or corporation who violates any of the provisions
of this ordinance shall,upon conviction thereof,be subject to
a fine of not more than $300.00 or imprisonment not to exceed
90 days in the city jail,or both.
Section 11.Effective Date
This Ordinance shall take effect on October 1,1964 .
PASSED BY THE CITY COUNCIL of the City of Moses Lake and APPROVED by
its Mayor this 8th day of September,1964.
