ORDINANCE No.594
AN ORDINANCE ADOPTING THE FOLLOWING 1967 INTER-
NATIONAL CONFERENCE OF BUILDING OFFICIALS CODES
AND THEIR APPENDICES;UNIFORM BUILDING CODE
STANDARDS,UNIFORM BUILDING CODE VOLUME I;UNIFORM
MECHANICAL CODE VOLUME II;HOUSING VOLUME III;
DANGEROUS BUILDINGS VOLUME IV;SIGNS VOLUME V;i DWELLING HOUSE CONSTRUCTION VOLUME VI;SHORT
FORM VOLUME VII AND ALL APPENDICES,RELATING
TO REGULATING THE ERECTION,CONSTRUCTION,EN-LARGEMENT,ALTERATION,REPAIR,REMOVAL,DEMOLITION,
CONVERSION,OCCUPANCY,EQUIPMENT USE,HEIGHT AREA
AND MAINTENANCE OF ALL STRUCTURES WITHIN THE CITY
OF MOSES LAKE;PROVIDING FOR THE ISSUANCE OF PERMITS
AND COLLECTION OF FEES THEREFORE;PROVIDING PENALTIESFORTHEVIOIATIONTHEREOF;AND REPEALING ORDINANCE
No.531 AND ALL ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT THEREWITH
THE CITY OF MOSES LAKE DO ORDAIN AS FOLLOWS:
SECTION 1.That the Uniform Building Codes,1967 Edition,Volume I,
Uniform Building Code Standards,Mechanical Code Volume II,Housing
Volume III,Dangerous Buildings Volume IV,Signs Volume V,Dwelling House
Construction Volume V1,Short Form Volume V11,together with Amendments thereto,I adopted this date and copyrighted by the International Conference of Building
Officials,except as herein modified and changed,be and the same are hereby adopted
and each and all rules and regulations printed therein,except as herein modified,
shall be in full force and effect in the City of Moses Lake upon this Ordinance be-
coming effective as such,together with all amendments thereto as hereafter amended.
SECTION 2.That three copies of the Uniform Building Code,1967 Editions,as
amended and herein modified,identical with the copies of such code as amended
and modified,shall be filed for use and examination by the public in the office of
the City Clerk of the City of Moses Lake prior to the adoption hereof,and said copies
of said codes as amended shall remain in said office for use and examination by the
public at all times subsequent to the adoption of this Ordinance,together with all
amendments thereto as hereafter amended.
SECTION 3.That Section 303 (a)Table 3-A of the Uniform Building Code and
Section H-302 of the Uniform Building Code,Volume I,Housing,1967 Edition to be
amended to read as follows:

SECTION 4.That Section 420 of the Uniform Building Code be amended to
read as follows:STREET is any thoroughfare or public park not less than twenty feet
(20')in width which has been dedicated or deeded to the public for public use.
SECTION 5.That the Uniform Building Code Volume V,Signs,1967 Edition,
be adopted with the following amendments:
(a)Section S-304 of the Uniform Sign Code is amended by addingianewparagraphtoreadasfollows:
4.Associations or corporations organized and existing forwhollyreligious,educational or charitable purposes andallCity,State and Federal government agencies shall be
exempt from the payment of the permit fee herein required.
(b)Section S-304 of the Uniform Sign Code is amended by adding thescheduleofpermitfeesasfollows:

I (c)Section S-402 (c)of the Uniform Sign Code is amended to include
the following exception:
EXCEPTION:Wood may be permitted for signboard material in Fire Zone 1whenthesignareadoesnotexceedfive(5)square feet in area.Woodmembershavingatleastdimensionofsix(6)inches shall be termed in-combustible material.

(d)That Tables 9-A and 9-B of the Uniform Sign Code be amended
as follows:

(e)That Section S-llO2 of the Uniform Sign Code shall be amended by
adding a sub-paragraph (a)as follows:1 (a)Sign erectors who are not bonded or licensed by the State
to do electrical wiring are prohibited from installing the
necessary wiring,conduit,and other electrical equipment
to the sign.It is permissable to make the connectionsofasigntoanexistingelectricalcircuitifthebuildingofficialhasapprovedthecircuitfortheconnectedload.
(f)That an additional chapter number 15 be added to the Uniform Sign
Code to read as follows:
Chapter 15 ,Section S-150 1.Horizontal and Vertical
clearances.Signs shall not be located with less than four(4)feet clearance from overhead electrical conductors ener--gized less than 750 volts and not less than eight (8)feetfromelectricalconductorsenergizedinexcessof750volts .
SECTION 6.That Section 1602 (2)of the Uniform Building Code,Volume 1,
be amended by adding an additional paragraph to the EXCEPTION to read as follows:
Unprotected portable Type V Building not more than one (1)story inIheight,nor more than three hundred square feet (300sq.ft.)in areaandlocatednotcloserthantwenty(20)feet from adjoining propertylinesshallbepermittedforusesconnectedwithcar,trailer,and boatsalesandforatemporaryperiodnottoexceed120days,for sales offruitsandvegetablesinseason.All such structures shall be builttocomplywithallotherrequirementsoftheCodeandshallbemaintainedinaneatmanner.

SECTION 7.That Section 2305 (e)of the Uniform Building Code Volume 1,
be amended as follows:
Special Purpose Roofs -Roofs to be used for special purposes shall be
designed for appropriate loads as approved by the building official.
Greenhouses,lath houses,patio structures and agricultural buildingsishallbedesignedforaverticalliveloadofnotlessthan20pounds per
square foot.
SECTION 8.That Section 2307 of the Uniform Building Code Volume 1,be
amended by adding paragraph (b)to read as follows:
(b)Curtain walls or non-bearing walls of other than masonry construction
to be designed in accordance with the requirements of Table No.23-C.
Deflection to be not less than 1/240 of the span either horizontally
or vertically.
SECTION 9.That Section 3312 (b)of the Uniform Building Code,Volume 1,be
amended by adding an additional exception to read as follows:
All required exits,regardless of occupant load and the ways of access
thereto,shall be identified by readily visible signs in all cases where
the exit or way to reach it is not immediately obvious to the occupants .
I SECTION 10,That Section 4506 of the Uniform Building Code Volume 1,shall be
amended by adding (c)to read as follows:
(c)FIXED METAL AND PLASTIC AWNINGS shall not be permitted in
Fire Zones 1 and 2 unless they be made to comply with the following
provisions:
1.That no portion of the awning be located closer than five (5)
feet from the adjoining property line adjacent to an alley.
2 .That plastic materials be of a type listed as Type A self
extinguishing defined in Section 5201 (c)and when tested
in accordance with Section 5201 (b)and 5202 of the Uniform
Building Code.
3.That structural frame shall be of structural steel to be of such
quality as to conform with U.B.C.Standard 1967.Secondary
members in contact with,or directly supporting the awningisurface,may be formed of light gauge steel provided such
members are designed in accordance with the specifications
of the design of light gauge steel and in addition shall be
galvanized .
4.That fixed awnings shall be installed on one story buildings
only and on other buildings not exceeding thirty (30)
feet in height.
5.That vertical and horizontal clearances shall be the same
as for movable awnings.

SECTION 11.That chapters 6,7,8 and 9 of the Uniform Building Code,_Dangerous
Buildings,Volume IV,1967 Edition,be deleted.Said Chapters are covered by
Moses Lake City Ordinance Number 439,which sets forth the procedures,as

ordinance shall be deemed guilty of a misdemeanor,and upon conviction thereof
shall be punished by a fine in any sum not exceeding three hundred dollars ($300.00)
or by imprisonment in the City jail for a period not exceeding ninety (90)days orbybothsuchfineandimprisonment.
SECTION 13.That Ordinance No.531 and all ordinances or parts thereof in
conflict with the provisions of this ordinance be,and the same are hereby repealed.
SECTION 14.That this ordinance shall taake effect and be in force five (5)days
after its passage and publication as provided by law.
PASSED by the City Council of the City of Moses Lake,Washington,and
APPROVED by its Mayor this 25th day of March,1969.
