AN ORDINANCE providing for the submission tothequalifiedvotersoftheCityofMosesLake,
Washington,at a .special election to be held therein
on November 4,1869,in conjunction with the general
municipal election to be held on the same date,of
the proposition whether or not a special excess taxlevyshallbemadeforthepurposeofpayingforaportionofthecostofarterialstreetimprovementsin
the City.
WHEREAS,certain arterial streets of the City are in need of
improvement;and
WHEREAS,there are insufficient moneys in the Urban Arterial Fund
I of the City to pay the City's required share of the cost of such improvements;
and
WHEREAS,it is necessary to finance the City's share of such-street
improvements as are needed with revenue over and above those revenues
normally flowing into the Street or Urban Arterial Funds;NOW,THEREFORE,
THE CITY COUNCIL OF THE CITY OF MOSES LAKE,WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1.It is hereby found and declared that an emergency exists
requiring the calling of a special election and the Auditor of Grant County,as
ex-officio supervisor of elections for the county,is hereby requested to find
and declare the existence of an emergency.The Auditor of Grant County is
further requested to call and conduct a special election in thë City,in the
manner provided by law,to be held therein on November 4,1969,in conjunctionIwiththegeneralmunicipalelectiontobeheldonthesamedate,for the purpose
of submitting to the qualified voters of the City,for their approval or rejection,
the proposition whether or not a tax levy shall be made in 1970 for collection
in 1971 upon all taxable property of the City in the amount of $52,690.00,the .

estimated millage required to provide such amount being 3.8 mills,in excess
of the maximum tax levy specified by law for cities without a vote of the quali-
fied voters .The proceeds of the levy shall be deposited into the Urban Arterial
Fund of the City and shall be used to pay the City's share of the cost of improving
the following arterial streets:t
from Broadway Avenue to Valley Road.
(b)Wheeler Road from SR 17 to the east City limits .
(c)Third Avenue from Pioneer Way to Broadway Avenue.
(d)Locust Lane from Peninsula Drive to Broadway Avenue.
(e)Fifth Avenue from Pioneer Way to Division Street.
(f)Such other arterial street for which any such moneyisavailableandwhichtheCityCouncildeemsin
need of improvement.
The City anticipates to receive moneys distributed by the State Urban Arterial
Board to pay the balance of the cost of such street improvements .
Section 2 .The ballot title of the aforesaid proposition shall be
as follows:

"Shall the City of Moses Lake,Washington,beauthorizedtomakeaspecialtaxlevyintheyearof1970,for collection in 1971,of $52,690.00,the
estimated millage required to produce such amountbeing3.8 mills,in excess of the maximum tax levy
specified by law for Cities without a vote of the
qualified voters,upon all taxable property in theCity,for the purpose of paying the City's share ofthecostofarterialstreetimprovementsintheCity,all as is more specifically described in Ordinance
No.599 of the City?

Section 3.The City Clerk is directed to certify to the County
Auditor of Grant County,ex-officio supervisor of elections of the county,
at least 45 days prior to the date of the special election provided for herein,
a copy of this ordinance showing its adoption by the City Council,and to
perform such other duties as are necessary or required by law to the and

that the proposition of whether or not the excess tax levy shall be made
as herein provided shall be submitted to the voters of the City at the
aforesaid election.
I ADOPTED by the City Council of the City of Moses Lake,Washington,
at a regular meeting thereof,and approved by the Mayor of the City of Moses
Lake on this 9th day of September,1969.
