713_00001ORDINANCE NO.713 i AN ORDINANCE ADOPTING CHAPTER 3.29 OF THE MOSES LAKE CITY CODE WHICH PROVIDES FOR THE REGULATION OF THE SALE OR INSTALLATION OF FIRE ALARM SYSTEMS AND ALARM TERMINATIONS WITHIN THE CITY OF MOSES LAKE. THE CITY COUNCIL OP THE CITY OF MOSES LAKE,WASHINGTON,DO ORDAIN AS FOLLOWS: 3.29.04 (1)Fire Alarm Code Adopted:The City of Moses Lake hereby adopts the following prescribed regulations tombe known as the Fire Alarm Code,governing the sale,installation and termination .of certain fire alann systems within the City of Moses Lake. (2)Indemnity Agreement:Any person,firm or corporation desiring to terminate any alarm to a City of Moses Lake alarm panel shall first sign an indemnity agreement holding the City of Moses Lake harmless from any liability involving the failure of any agency alarm circuit or equip- ment. (3)Conflict With Standards:In the event of any conflict between the provisions of the National Pire Code or the Uniform Building Code and the regulations contained in this code,this code shall govern. 3.29.08 GENERAL INFORMATION The regulations contained in this code require the installation of and govern the use and maintenance of fire alarm systems within the City of Moses Lake.The regulations contained in this code require the installation of electrically supervised fire alarm signal systems in premises and occupancies as specified throughout this code. Complete information regarding the system,including specifications,wiring,diagrams, and floor plans,showing device locations and types,shall be submitted to and approved by the City Fire Marshal, 2 An operational performance test of the entire fire alarm system will be required prior to final approval.Such test shall be coordinated by the Fire Marshal or his representative and wilirequire a copy of the "AS BUILT"plans of the system and the presence of a representative of the fire alarm installer,general contractor and the electrical contractor.During the test where sprinkler systems are installed,a representative of that firm should be present.EXCEPTION: Group 1 occupancies. &Maintenance of any fire alarm system shall be provided by the person,firm or corpor-ation that is responsible for the building in which it is installed Tests shall be made et not less .than 30 day intervals to insure proper operation and maintenance of the system.Records of test- ing shall be maintained available for inspection by Fire Department personnel. 2 The Fire Chief may at any time order the removal of any alarm termination from the fire department or Fire Control facilities due to repeated failure of equipment or circuitry,multiple false alarms,or failure to comply with all of the provisions of this code.Such notice of discon- tinuation shall be made in writing to both the company that installed and/or supplied the alarm equipment and to the person,firm or corporation that is responsible for the building in which the alarm system is installed,at least 48 hours prior to the disconnection of the alarm circuit. In the event of temporary failure of alarm equipment or circuitry,the Fire Chief may order all emergency response actions discontinued until repairs can be made. In each instance invoÍvingtwo (2)false alarms from a system malfunction that occur from any oneilocationwithinacontinuousninety(90)day period,a penalty of twenty-five dollars ($25.00)maybechargedagainsttheperson,firm or corporation that is responsible for such alarm system.When the number of false alarms exceeds two in any 90 day period,the Chief may notify in writing such person,firm or corporation that they will be held responsible for costs of responding to such false alarms if they continue to occur. 3.29.12 ALARMSDEFINED (1)Type A -General Alarm (Non-Coded):Activation of any initiating device sounds a con- tinuous alarm on all indicating devices until manually reset. ORDINANCE NO.713.:2 (2)Type B -General Alarm (Zone Non-Coded:Activation of any indicating devîce sounds a continuous alaan on all indicating devices,untîl manually reset and indicates on an annunciator panel the zone initiated. (3)Type C -General Alarm (2oneCoded -Annunciated):Activation of any Initiating device sounds a coded alarm announcing the area of fire to all occupants and indicates the zone initiated on an annunciator panel, (4)Type D -Dual Coded Alarm:Activation of any initiating device shall sound a zone coded alarm on chimes to alert staff and personnel,and shall indicate the zone location of the originating device on an annunciator panel. Upon first operation of any manual or automatic detecting device,a signal shall be automatically transmitted to the Fire Department by approved auxiliary connection to a municipal fire alarm system or by direct wire connection to the Fire Department or to an approved central station. Manual pull stations must be equipped so that a key can be inserted and a general evacuation alarm sounded at any time.General evacuation alarms shall be continuously ringing bells or horns. Any adjustable time delay device shall be incorporated in the system to activate the general evac- uation alarm within a maximumof five minutes after the first actuation of any signal sending sta- tion or detection device . (5)Tvoe E -Automatic Fire Detection System:An automatic Fire Detection System shall consist of fixed temperature,fixed temperaturefrate of rise,or smoke/products of conbustion limited to approved photoelectric cell,refractory,or lonization type devices. 3,29.16 SECTION IV ALARM SIGNAL SYSTEMS AND FUNCTIONS (11 Manually operated sending station shall he provided at each main exit,in the natural path of escape from fire,and at readily accessible and visible points which are not likely to be obstructed . (2)_Each manual sending station shall be securely mounted.The bottom of the box shall not be less than four and one half (4 1/2)feet,and not more than six (6)feet from the floor level, g Each sending station shall not be more than one hundred and fifty (150)feet distant from another station on the same floor,or more than one hundred (100)feet and one flight of stairs to reach a sending station upon another floor,.and located in the natural path of excape from fim. g All systems shall test free from grounds,except parts of circuits or equipment.which are intentionally and permanently grounded to provide ground fault detection emergency ground signaling,or circuit protective grounding.All systems shall be so designed that they do not depend upon the effectiveness of any ground connection for normal operation. 151 All apparatus shall be restored to normal use as promptly as possible after each test (23 or alarm,and shall be kept in normal condition for operation. g A switch for silencing the trouble signal sounding appliance,may be provided only if . It transfers the trouble indication to a lamp or other acceptable,visible indicator adjacent to the switch.The visible indicator shall remain in operation until the silencing.switch is restored.go its normal position unless the audible trouble signal will be obtained when a fault occurs without restoring the switch to normal,or unless the audible trouble signal is again energized upon correction * of the fault. g Depending upon the application,local fire alarm systems may include one or more of the following features: a.Locating the area of origin of the alarm by coded fire alarm signals or annun- ciation. b.Dual-coded alarm system to minimize the possibility of panic in buildings of public occupancy or assembly and unnecessary evacuation. &Alarm soundin devices shall be provided,of such character and so distributed,as to be effectively heard regardless of the maximum noise level obtained from machinery or other equipment, or vocal sounds produced under normal conditions of occupancy. Each system shall be.so arranged that no manual intervention will be required following ORDINANCE NO..7M :3 the actuation of a sending station or automatic detector for causing the effective response of allrequiredsoundingdevices.No facilities shall be provided whereby such response can be con-trolled or modified,except where specifically approved.I &Where corridors in an institutional,residential or educational building are utilizedforpressurizedconditioningsystems,an automatic smoke detector system approved by the FireMarshal,shall be installed and connected to automatically energize the fire alarm circuit releasehold-open devices on doors where required,and simultaneously de-energize the electrical powertothemechanicalequipmentoftheair-handling system. Annunciators shall be required on all fire alarm systems when the building complex consists of three or more separate buildings,floors,or fire divisions.Such annunciators shall have all interconnecting wiring electrically supervised.Annunciator panels shall be installed, to be clearly visible and identifiable to personnel responding to an alarm. Where alarm systems are not directly connected to the public Fire Department orothercentralreportingagencies,an external sounding device shall be provided,and shall beaudibleforadistanceofone-half mile. &Fire alarm control panel and/or trouble signal indicators,shall be installed in areaswhicharenormallystaffedduringthehoursthebuildingisoccupied.Fire alarm control panels shall have a constantly visible supervisory meter showing that the system is normal.Any de-range- ment of the system circuits will be indicated by means of a trouble bell or buzzer.When the aud-ible trouble signal is silenced manually,the visual signal shall continue to indicate that the systemisnotoperatingnormally,and shall be corrected immediately.The control panels shall be equipped with a momentary contact reset button switch. &A manually or automatically operated fire alarm system may be arranged for the accom-plishment of incidental functions,such as the release of self-opening or self-closing doors,cuttingoffsuppliesofgas,fuel,oil,or electric power,switching on emergency lights,stopping of airhandlingequipmentfans,etc.,insofar as the accomplishment of such functions does not impair i the effectiveness or reliability of the required sounding devices in response to the required sending stations. Circuit diagrams shall he supplied by the company installing the system and shall beconspicuouslypostedwithdirectionsonhowtoresetthe.system or de-energize the circuit after an alarm has been sounded.Keys and any required replacement glass or rods for signal stationsandkeys(pr cabinets housing control panels shall be kept in locations readily accessible for usewhenrequired.Pacilities shall be provided for testing and for fire drills,without breaking theglassonanymanualstationonallrequiredfirealarmsystems. Supervised circuit wîring of fire alarm systems shall be classified as Class 1 signal systems and shall include all wiring attached thereto.All wiring shall be in.conformity with requirements of the National Electrical Code and the state Department of Labor &Industries Elec-trical Inspection Division rules and regulations for Class 1 and 2 signal systems. 3.29.20 SECTION V OCCUPANCY REQUIREMENTS Pire alarm systems shall be provided in all occupancies as specified in this section.EXCEPTION:The requirement for an automatic fire detection system may be waived whenthebuildingisfullyprotectedbyanapprovedautomaticfireextinguishingsystemequippedwiththewaterflowalarmconnectedtothebuildingfirealarmsystem. The definitions of occupancies as stated in this code shall be as defined in the 1973 Edition of theUniformBuildingCodeaspublishedbytheInternationalConferenceofBuildingOfficialswhichhasbeenadoptedbyanOrdinanceoftheCityofMosesLake, (1).Tvpe A System: I a,Educational occupancies used for the gathering of groups of six or more personsforthepurposeofinstruction,such as schools,universities,colleges,andacademiesotherthancampustype,and including nursery schools and kinder-gartens,except day care centers, b.Hotels,motels,dormitories,fraternity or sorority houses and similar occu-pancies one (1)story in height housing six (6)or more persons, c.Apartment houses two (2)or more stories in height and containing three (3)or ORDINANCE NO.713 :4 more units,provided each unit exists directly to the exterior of the building. d.Maternity homes accomodating six (6)or more persons, e.Day care centers occupying two (2)or more floors,or with more than thirty-five (35)children. (2)Type B System: a.Schools,universities,academies,colleges and institutional occupancies which are of campus type . b.Office buildings or mercantile occupancies three (3)or more stories in height,and if the total capacity of the building is fifty (50),or more, but less than one thousand (1,000)persons. c.All occupancies three (3)or more stories in height where an Automatic Fire Detection system is required. (3).Type C System: a.General industrial occupancies not provided with automatic sprinklers if the total capacity of the building is five hundred (500)or more persons,or if twenty-five (25)or more persons are employed below the street level. (4).Type D System: a.Hotels,motels,dožmitories,fraternity or sorority houses,and similar occupancies of fifty (50)or more persons and two (2)or more stories in height. b.Group "D"Occupancies as defined in the Building Code, c.Office buildings twenty (20)stories in height or with an occupant load of one thousand (1,000)or more persons. (5).Tvoe E System,Automatic.Fire Detection:All detectors shall be located within twelve (12)inches of the ceiling.Care shall be exercised to insure that the installation will not inter- fare with the operating characteristics of the detector.Detector installed in dwellings shall be centrally located in the corridor or area giving access to room used for sleeping purposes, a.Group A,Group B-1,B-2 and B-3 as defined in the Building Gode. -1.Automatic detection shall be required in all hazardous areas (store rooms,kitchens,janitor's rooms,and boiler rooms) and in rooms.not normally occupied continually during hours of occupancy. 2.Alarms shall be transmitted to the manager's office or other occupied offices.No audible alarm shall be sounded.irtthe audience or seating portion of the building.. b.Group "D"Occupaneles as defined in the Building Code. 1.Except jails,prisons and reformatories. c.Group "H"Occupancies,as defined in the Building Code,two (2)or more stories in height unless each unit exits dimotly to the exterior of the building. 1.Stairways and corridors shall be equipped.with nonrefractory loni- motion products of combustion detectors. 2.All other areas,except the interior of apartment units,shaH be provided with either fixed temperature,fixed temperature/ rate of rise,or approved smoke-products of combustion detectors. 3.Every dwelling unit within an apartment house shall be provided with an approved detector of products of combustion other than heat.This may be an approved self-contained detector unit. 4.All Group "H"Occupancies three (3)or more stories in height shall have their fire alarm system connected to the fire alarm dispatch center in a manner approved by the Fire Chief. ORDINANCE NO.713 g EXCEPTION:The Fire Chief may require the fire alarm system tobeconnectedtothedispatchcenterwheneverthealarmsystemi.is being used in an existing building to compensate for a structuraldeficiency. 5.Group "I"Occupancies as defined in the Building Code shallbeprovidedwithanapproveddetectorofproductsofcombustionotherthanheat.This may be an approved self-containeddetectorunit. 3.29.24 VIOLATION AND PENALTIES Any person,firm or corporation violating any of the provisions of this code shall be guilty of amisdemeanorandeachpersonshallhedeemedguiltyofaseparateoffensefareachdayorportionthereofduringwhichanyviolationofanyoftheprovisionsofthiscodeiscommittedorcontinued,and upon conviction of any such violation,shall be punishable by a fine of not more than $500.00orimprisonmentfornotmorethansix(6)months,or by both such fine and imprisonment. 3.29.28 VALIDITY In the event that any section,part or portion of this Ordinance shall be held invalid or unconsti-tutional,such holding shall in no manner be construed as affecting the validity or any other partorportionofthisOrdinance.
