AN ORDINANCE SFECIFYING AND ADOPTING RULESANDREGULATIONSFORDESIGN,CONSTRUCTIONIANDINSTALLATIONOFON-SITE SEWAGE WASTEDISPOSALSYSTEMSWITHINTHECITYOFMOSESLARE
WHERBAS,in the judgment of the City Council of the City of Moses Lake,thepublichealth,welfare,safety and convenience requires regulation of on-site
sewage disposal facilities.
NOW,THEREFORE,TKE CITY COUNCIL OF THE CITY OF MOSES LAKE DO ORDAIN AS FOLLOWS:
Section 1 -Rules and Regulations.•
The original design,construction and installation of on-site waste disposalsystemsshallcomplywiththe"Rules and Regulations of the State Board ofHealthfrOn-Site Sewage Disposal Systems",June 1974.
$ection-2 -Designer Program:
A.In accordance with WAC 249-96-130,a designer program is established forconstructionofallnewon-site sewage waste disposal systems within the City ofMosesLake.The designer program requires that percolation tests,plans andspecificationsforeachon-site system must be submitted to the Publie WorksDepartmentforapprovalpriortoinstallation.All percolation tests,plans andspecificationsmustbedesignedandcertifiedbyeitheraRegisteredsanitarian,a Professional Engineer or a Designer certified by the Director of Public Works.
B.The Director of Publie Works is authorized to waive the requirement thataparcolationtestbeperformedinareaswhere-the absorption characteristics ofthesoilarewellknown.
Section 3 -Existing Systems:
A designer program shall not be required for repair,modification or replace-ment of existing on-site sewage disposal systems.
Section 4 -Effective Date:'
This ordinance shall be in full force and effect five (5)days after its passageandpublicationasbylawprovided.
