727_00001ORDINANCE NO.727 AN ORDINANCE AMENDING CHAPTER 9.2 OF THE MOSES LAIŒ CITY CODE,ENTITLED "WATER AND SEWER CONNECTIONS"BY AMENDING SECTION 9.2.04,TITLED "WATER SERVICE CONNECTION CHARGES" THE C2TY COUNCIL OF THE CITY OF MOSES -LAKE,WASHINGTON DO ORDAIN AS FOLLOWS: section 1.That Chapter 9.2.04 of the Moses Lake City Code entitled "waterServiceconnectionCharges"is amended as follows: 9.2.04 WATER SERVICE CONNECTION CHARGES.All water service connections .aball be metered and all separate buildings shall be separately connected to the city water system,except that separate buildings which are an integral part of a single business or industry may be served by a master meter serving the property.The following chargesshallbemadebythecityofMosesLakeformakingmeteredwater service connections and said charges shall be paid in full before the connection is made: 3/4 inch meter and service line $250,001inchmeterandserviceline350.0014inchmeterandserviceline550.00 Meters two inches and larger will be installed at actual cost. The foregoing charges shall apply only to connections made along anyIstreetwhereamainexists.In consideration of the charges the city water department shall lay the service pipe from the main to the meterandshallinstallameterandmeterboxnofurtherthantenfeetfrom the property line.Responsibility for installation and maintenance of the service piping beyond the meter shall be the sole responsibility of the property owner. .Should water consumption exceed the rated capacity of the water meter, the city may replace the meter with a larger meter,with actual costsforreplacementbecominganobligationoftheuser. ,Where water mains have been installed at the expense of the city of Boses Lake through or adjacent to platted areas,the property through which the water snains are extended or which are adjacent thereto shall be permitted a connection to the city water main onlyafterapaymenthasbeenmadetothecityofMosesLakeinaccordancewiththefollowingschedule. Where city installed water mains are through or adjacent to unplattedar'eas the platter of those unplatted areas shall be required,as apartoftheplattingprocedure,to reimberse the city for that portion of the water main through or adjacent to the property to be platted.That reimbursement shall also be in accordance with the followingschedule: SCHEDULE FOR REIMBURSEMENT. (11 Water mains installed by city prior to December 31,1967:twoIdo.01ars per £ront foot for property to be served by water connection or to be platted,or.four dollars per lineal foot i£property to beplattedliesoneachsideofthewatetmain. ORDINANCE NO.777 :2 (2)Water main installed by city along West Broadway,from Lee Street to Interlake•three dollars and twenty-five cents per front foot for property to be served by water connection or to be platted. (3)Water service within the service area described as : The area commonly known as the Longview Area,including Longview Tracts Plat and its First and Second Additions,bounded on the south by the center line of Division Road,on the east by the center line of stratford Road,on the north by the southerly right-of-way line of the Airport Railroad,and on the west by the center line of Longview street, May secure water service under the following options: Option (a): A two dollar per month charge per water service for a period of twenty years will be paid by all users in the service area described above. The charge will be collected starting June 1,1971 for those customers being served at that date.The charge will start on the first of the month following hookup of service and ruñ for twenty years from that date on all services hooked up in the above area after June 1,1971. This option will include the installation of a water service at noadditionalcostforexistingb¤ildings or for connections to currently undeveloped property for construction of new buildings,after signing a Water Service Agreement. Option (b): New customers may also receive water service upon payment of a front foot charge of three dollars and ninety-five cents per foot,plus the cost of a standard meter installation in lieu of paying two dollars per month for a period of twenty years. (4)Water service outside but immediately adjacent to the service area on Stratford Road,Division Road and Longview street,will be provided upon payment of a front foot charge of three dollars and ninety·-five cents per foot,plus the charge for a standard meter installation. The area commonly known as the Longview Area,including Longview Tracts Plat and its First and Second Additions,bounded by the northerly right--of-way line of Highway 17 on the south;the center line of Stratford Road on the east;the southerly right-of-way line of the Airport Railroad on the north;and a line one hundred fifty feet west of the center line of Longview Street on the west. The charge will be collected starting June 1,1971 on those customers now being served.The charge will start on the first of the month following hookup of service and run for twenty years from that date on all services hooked up in the above area after June 1,1971. (5)Water services connected to mains constructed prior to 1960 by combined L.I.D.and city Water-Sewer Funds shall be accessed two dollars per front Æoot minus the total principal amount paid under the local improvement district.If any L.I.D.accessment exceeds the two dollars per front foot charge,there would be no refund. ORDINANCE NO.:3 Section 2.Any ordinance in conflict herewith are hereby repealed. Section 3.This ordinance will take effect and be in force five (5)daysafterpassageandpubli'cation.
