810_00001ORDINANCE No.810 AN ORDINANCE ESTABLISHING REGULATIONS FOR THE ZONE ENTITLED MH,MOBILE HOME SUBDIVISION SY ADDING SECTION 3.24.136 TO CHAPTER 3.24 OF THE MOSES LAKE CITY CODE. THE CITY COUNCIL OF THE CITY OF MOSES LAKE,WASHINGTON,DO ORDAIN AS FOLLOWS: 3.24.136 MH,MOBILE HOME SUBDIVISIONI3.24.136.05 Intent:To provide a zone where single family mobile homes may belocatedwithintheCityofMosesLake.This zone and the followingregulationsshall,by their essence,provide a homebuyer a greater range of choice of housing types without conflicting with otherresidentialsubdivisions.This zone will serve as a floating zone. 3.24.136.10 Requirements:Unless specially stated in this section,a mobile homesubdivisionshallconforminallwaystotherequirementsofamajorsubdivisionasstatedintheMosesLakeCityCode,Chapter 3.20. All other property development standards shall conform to appropriatecityordinancesunlessspecificallystatedinthissection. 3.24.136.15 Permitted Uses: A.Single fenily mobile homes which comply with the United States Department of Housing and Urban Development regulations governingtheconstructionspecificationsandstandardsforallnewmobile homes and which bear an insignia issued by HUD indicating that the mobile home complies with HUD regulations. B.Household pets,not exceeding three (3)in number which are four (4)months old or older. C.Accessory uses appurtenant to permitted uses are permitted.I One (1)private garage housing not more than four (4)cars,foreachresidenceispermitted. D.Recreational equipment including camping trucks,motor homes,andcampingtrailers,not exceeding twenty-five feet (25')in length, boats,boat trailers,and similar equipment may be parked or stored on the premises.Equipment stored or parked within side yard set-backs shall be permissable provided the occupants of the adjoining property consents thereto.The parking of all such vehicles shallcomplywithSection3.24.185 of the Moses Lake city Code. 3.24.136.20 Conditional Uses:Home occupations as defined in Section 3.24.110oftheMosesLakeCityCode. 3.24.136.25 Prohibited Uses:No uses other than those listed as permitted usesshallbeallowedinaMobileHomeSubdivisionunlessspecificallowances are made for such uses on the subdivision plat. 3.24.136.30 Property Development Standards: A.Minimum Size of Subdivision:15 acres B.Setbacks: i Front Yard 20 feet side Yard 5 feet Rear Yard 20 feet All other setbacks shall be the same as in the R-l,Single FamilyResidentialBone. C.Lot Size:The minimum lot size shall be five thousand square feet(5,000'),only if it is served by public sewer.If a septic tankisrequired,the lot shall conform to City Standards.The minimumratioofwidthtodepthshallbetwo(2)to one(1). D.Building Heights:No building shall be constructed over two (2) stories or twenty feet (20')whichever is higher. E.Fences,Walls,and Hedges:Fences,walls,and hedges shall not exceed four feet (4')above finished ground level in any front yard or exceed six feet (6')in any side or rear yard. F.Landscaping:The area withih.the required front yard setback shall be landscaped within one (1)year of occupancy and maintained. G.All mobile homes placed in a Mobile Home Subdivision shall have their wheels and tongue removed. H.All mobile homes,if placed above ground,shall be skirted with approved materials.This skirting shall be of material not adversely affected by the elements (for example -brick,stone,rigid plastic, rigid fiberglass,approved and finished wood,asbestos,cement board, metal,concrete,etc.)and securely anchored to the mobile home by a method approved by the Building Official. I.Mobile Home Size:The minimum square footage for a mobile home placed in a Mobile Home Subdivision shall be seven hundred square feet (700'). 3.24.136.35 Parking:Parking shall be provided as shown in Section 3.24.185 of the Moses Lake City Code. 3.24.136.40 Signs and Billboards:Signs and billboards shall conform to Section 3.24.190 of the Moses Lake City Code. 3.24.136.45 Shoreline Areas:All property developed within two hundred feet (200') of the high water line of Moses Lake shall conform with Moses Lake's shorelines Management Plan, 3.24.136.50 Severability:Should any section,clause,or provision of this ordin- ance be declared by the courts to be invalid,the some shall not affect the validity of the ordinance as a whole or any part thereof,other than the part so declared to be invalid. 3.24.136.55 Effective Date:This ordinance shall take effect and be in force five (5)days after its passage and publication as provided by law.
