AN ORDINANCE RELATING TO THE MAYOR AND COUNCIL POWERS,
DUTIES,AND MEETINGS AND REPEALING CKAPTER 1.2 OF THE
MOSES LAKE CITY CODE.
THE CITY COUNCIL OF THE CITY OF MOSES LAKE WASHINGTON,DO ORDAIN AS FOLLOWS:
Section 1 SPECIFIC REPEAL Chapter 1.2 of the Moses Lake City Code is hereby repealediinitsentirety.
Section 2 LEGISLATIVE CODE The following shall be the legislative code for theCityofMosesLake;
CKAPTER 1.1 -MAYOR/COUNCIL POWERS,DUTIES,AND MEETINGS
1.1.04 TIME AND PLACE OF REGULAR MEETINGS The Council shall meet in regular session
on the .second,third,and fourth Tuesday of each month at 8 p.m.When Tuesday is aholiday,the regular meeting shall be held on Monday at the same hour unless otherwise
provided by motion.The place of meeting shall be the Council Chambers in the City
Hall,unless otherwise provided by motion.All regular meetings shall be public.
1.1.08 SPECIAL MEETINGS Special meetings may be called by the Mayor or any twomembersoftheCouncil.The City Manager shall prepare a notice of special session
stating time,place,and subject matter.The notice shall be served personally uponeachmemberoftheCouncilorleftattheirusualplaceofresidence,at least twelve
hours before the time of meeting.Notice of such special meeting shall be properlypublicizedbynewsmediaasspecifiedbylaw.Only matters set forth in the notice
of the meeting shall be discussed at such meetings.
l.l.12 MAYOR -DUTIES The mayor shall preside at meetings of the Council,and be
recognized as the head of the city or town for all ceremonial purposes and by the
governor for purposes of military law.
I He shall have no regular administrative duties,but in time of public danger or emergency,if so authorized by the Council,shall take command of the police,maintain law,andenforceorder.
1.1.16 DUTIES DELEGATED TO THE MAYOR It shall be the duty of the Mayor,and he isauthorizedtoappoint,subject to confirmation by the city Council,members of thefollowingCommissions:
A.Planning Commission
B.Inter-Racial Commission for Human Rights
C.Park and Recreation Commission
1.1.20 MAYOR PRO TEMPORE In the case of the mayor's absence,a mayor pro tempore,selected by at least a quorum of the members of the Council,shall act as mayor duringthecontinuanceoftheabsence.
1.1.24 OFFICERS AND EMPLOYEES TO ATTEND The mayor,or any member of the Council
may,through the City Manager,request the attendance at any meeting of the Councilofanydepartmenthead,officer,or employee of the City.
1.1.28 ORDER OF BUSINESS -AGENDA The business of all regular meetings of the Councilshallbetransactedinthefollowingorder,unless the Council,by a majority vote
i of the members present,shall suspend the rules and change the order.

Minutes of preceeding meetings and bills tendered for payment shall not be read at
each meeting prior to approval,unless a member of the Council should request such
reading.
1.1.32 INTRODUCTION OF ORDINANCES All proposed ordinances shall be prepared by the
city staff and shall bear certification by the City Attorney that they are correct
as to form.The City Manager,or the appropriate department head,shall attach to
each proposed ordinance a brief summary of the provisions.Where it is proposed toamendanexistingportionoftheMunicipalCode,the summary shall indicate the change
sought to be made.
1.1.36 APPROPRIATION ORDINANCES No ordinance shall be prepared that provides for
the appropriation of money unless it has prior approval of the City Manager and the
Finance Director.
1.1.40 ENACTMENT PROCEDURE In all cases,ordinances shall be read by title only.
Provided that should a member of the Council request that an entire ordinance or
certain of its sections be read,such request shall be granted.Every ordinance
shall receive two readings,by title only,prior to its passage,and the secondreadingshallnotbeuponthedayofitsintroduction;except that an ordinance,if
it has been declared to be of an emergency nature,may be passed at the time of its
introduction by a two-thirds vote of the entire Council present.
No ordinance or resolution granting any franchise for any purpose shall be passed
except by reading the same twice in its entirety,with at least one week to elapse
between readings.
1.1.44 EFFECTIVE DATE OF ORDINANCES All ordinances,except emergency ordinances,
shall take effect five days after the date of passage and publication as required
by law.Emergency ordinances shall take effect immediately upon their passage andpublication.
Section 3 REPEALING CONFLICTING ORDINANCES Any and all ordinances or parts of ordin-
ances in conflict herewith are hereby repealed.
Section 4 SEVERABILITY The invalidity of any part of this ordinance shall not effect
the validity of any other part which can be given effect without such invalid part
or parts.
Section 5 EFFECTIVE DATE This ordinance shall take effect and be in force five
(5)days after its passage and publication as provided by law.
PASSED by the City Council of the City of Moses Lake,Washington,and APPROVED by
its Mayor this 12 day of April ,1977.
