AN ORDINANCEADOPTING THE MOSES LAKE MUNICIPAL CODE
I THE CITY COUNCIL OF THE CITY OF MOSES LAKE,WASHINGTONr DO ORDAINAS FOLLOWS:
Section 1.gg.Pursuant to the provisions of Sections 35.21.500 through35.21.570 of the Revised Code of Washington,there is hereby adopted the "MosesLakeMunicipalCode",as compiled,edited and published by Book Publishing Comp-any,Seattle,Washington.
Section 2.Title -Citation -Reference;This code shall be known as the "MosesLakeMunicipalCode"and it shall be sufficient to refer to said code as the"Moses Lake Municipal Code"in any prosecution for the violation of any provisionthereoforinanyproceedingatlaworequity.It shall be sufficient to desig-nate any ordinance adding to,amending,correcting or repealing all or any part orportionthereofasanadditionto,amendment to,correction or repeal of the''Moses Lake Municipal Code".Further reference may be had to the titles,chapters,sections,and subsections of the "Moses Lake Municipal Code"and such referencesshallapplytothatnumberedtitle,chapter,section or subsection as it appearsint11ecode.
Section 3.Codification Authority.This code consists of all the regulatory andpenalordinancesandcertainoftheadministrativeordinancesoftheCityofMosesLake,Washington,codified pursuant to the provisions of Sections 35.21.500through35.21.570 of the Revised Code of Washington.
Section 4.Ordinances ÿassed prior to adoption of the code.The last ordinanceincludedintheinitialcodeisOrdinance835,passed April 26,1977.The follow-ing Ordinances,passed subsequent to Ordinance 835,but prior to adoption of thiscode,are-hereby adopted and a part of this code;namely,ordinances 836,837,838,839,840,841,842,843,844,945,846,847,848,849,850,851,852,853,854,855,856,857,858,859,860,861,and 862.I Section 5.Reference amplies to all amendments.Whenever a reference is made tothiscodeasthe"Moses Lake Municipal code"or to any portion thereof,or to anyordinanceoftheCityofMosesLake,Washington,the reference shall apply to allamendments,corrections and additions heretofore,now or herea£ter made.
Section 6.,Title,chapter and section headings.Title,chapter and section head-ings contained herein shall not be deemed to govern,limit,modify or in anymenneraffectthescope,meaning or intent of the provisions of any title,chapterorsectionhereof.

Section 7.Reference to specific ordinances.The provisions of this code shallnotinanymanneraffectmattersofrecordwhichreferto,or are otherwiseconne¢ted with ordinances which'are therein specifically designated by number orotherwise-and which are included within the code,but such reference shall heconstruedtoapplytothecorrespondingprovisionscontainedwithinthiscode.
Section 8.Effect of code on past actions and obligations.Neither the adoption-of this code nor the repeal or amendment hereby of any ordinance or part or por-tion of any ordinance of the City of Moses Lake shall in any manner affect theprosecutionforviolationsofordinances,which violations were committed priortotheeffectivedatehereof,nor be construed as a waiver of any license,fee,or penalty at said effective date due and unpaid under such ordinances relatingtothecollectionofanysuchlicense,fee,or penalty,at the penal provisionsapplicabletoanyviolationthereof,nor to affect the validity of any bond orcashdepositinlieuthereof,requirod to be posted,filed -or deposited pursuanttoanyordinanceandallrightsandobligationsthereunderappertainingshallcontinueinfullforceandeffect.
Section 9.Ef fective date.This code shall become effective on.the date theordinancoadoptingthiscodeasthe"Moses Lake Municipal Code"becomes effective,shall be read only once before its passage and shall take effect immediatelyafterpassageandpublication.

iSection10.Constitutionality.If any section,subsection,sentence,Clause orphraseofthiscodeisforanyreasonheldtobeinvalidorunconstitutional,suchdecisionshallnotaffectthevalidityoftheremainingportionsofthiscode.The council hereby declares that it would have passed this code,and each section,subsection,sentence,clause and phrase thereof,irrespective of the fact that anyoneormoresections,.subsections,sentences,clauses or phrases had been declaredinvalidorunconstitutional,and if for any reason this code should be declaredinvalidorunconstitutional,then the original ordinance or ordinances shall be infullforceandeffect.
