879_00001ORDINANCENO.879 AN ORDINANCE REPEALING A PORTION OF CHAPTER 13.04 OF THE MOSES LAKE MUNICIPAL CODEENTITLED "SEWER REGULATIONS" AND ENACTING A NEWCHAPTER 13.04 ENTITLED "SEWER REGULA-TIONS"BY AMENDING CERTAIN SECTIONS ANDMAKINGADDITIONS. THE CITY COUNCIL OF THE CITY OF MOSES LAKE,WASHINGTON,DO ORDAINAS FOLLOWS: Section 1.SPECIFIC REPEAL Chapter 13.04 is hereby amended as follows: Section 2.NEW CHAPTER ENACTED Chapter 13.04 entitled "Sewer Regulations"shall be as follows: 13.04.045 PRIVATE SYSTEMS Private sewer systems,septic tanks and on-sitedisposalsystemsmaybeallowedwiththeapprovaloftheCityfortheuseofbuildingstobeconstructedorforsubdivisionlocatedmorethan300feetfrom a public sewer system.All private systems shall be approved by the Stateand/or County Health authorities and conform to Chapter 13.20 of this Code. New subdivisions using septic tanks,when permitted because public sewers arenotavailable,shall be 15,000 square feet in area.The septic tanks shall beabove1,050 elevation and the drainfield from septic tanks or private systemsshallbeaboveelevation1053unlessotherwiseapprovedinwritingbytheCity. --13.04.050 PROHIBITED WATERS No person shall discharge or cause to be dis-2:charged any storm water,groundwater,roof runoff,subsurface drainage,cooling water or unpolluted industrial process waters to any sanitary sewer or buildingdrain. 13.04.060 STORMDRAINAGE Stormwater and all other unpolluted drainage shallbedischargedtosuchsewersasarespecificallydesignatedasstormsewers,or to a natural outlet approved by the City of Moses Lake.Industrial cooling water or unpolluted process waters may be discharged,upon approval of the CityofMosesLake,to a storm sewer or natural outlet. I 13.04.070 PROHIBITED WASTES Except as provided in this chapter,no personshalldischargeorcausetobedischargedanyofthefollowingdescribedwaters or wastes to any public sewer: A.Any liquid or vapor having a temperature higher than one hundred and fiftydegreesFahrenheit; B.Any water or waste which may contain more than one hundred parts per million,by weight,or fat,oil or grease; C.Any gasoline,benzene,naphtha,fuel oil,or other flammable or explosiveliquid,solid or gas; D.Any garbage that has not been properly shredded; E.Any ashes,cinders,sand,mud,straw,shavings,metal,glass,rags,feathers,tar,plastics,wood,paunch manure,or any other solid or viscous substancecapableofcausingobstructiontotheflowinsewersorotherinterferencewiththeproperoperationofthesewageworks; F.Any waters orwasteshaving a pH lower than 6.0 or higher than 9.0,or havinganyothercorrosivepropertycapableofcausingdamageorhazardtostrue-tures,equipment and personnel of the sewage works; G.Any waters or wastes containing a toxic or poisonous substance in sufficientquantitytoinjureorinterferewithanyseweragetreatmentprocess,con-I stituting a hazard to humans or animals,or create any hazard to thereceivingwatersofthesewagetreatmentplant; H.Any waters or wastes containing suspended solids of such characters andquantitythatunusualattentionorexpenseisrequiredtohandlesuchmaterialsatthesewagetreatmentplant; I.Any noxious or malodorous gas or substance capable of creating a public numsance. ORDINANCE NO.879:Page 2 13.04.075 BACKWATERVALVES Backwater valves shall be used in all build- ing drain lines as follows: A.Any building having a building drain.located in a cellar/basement.. B,Any building having a building drain located below the top of the upstream manhole on the sewer main serving the building. Only backwater valves approved by the City of Moses Lake or the Uniform Building Code are acceptable, 13.04.210 PIPE MATERIAL SPECIFICATIONS The materials used in construct- ing the building sewer shall be Asbestos Gement,Class 1500 -3000;ABS as approved by the Uniform Plumbing Code;PVC,ASTM Number D-3034,SDR 35; cast iron pipe,ASIM Specification Number Cl3-44T;and approved 6"concrete pipe with water-tight rubber gaskets.Any portion of the building sewer located within 10'of water service shall be constructed of a non-corrosion pipe with rubber sealed,water-tight gaskets.The water pipe shall also be a non-corrosive material. 13.04.220 DIAMETEROF PIPE -GRADE The size and slope of the building sewer shall be subject to the approval of the City of Moses Lake,but in no event shall the diameter and slope of the pipe be less than the minimum stated below: Syge Slope 4"15"|100' 6"8"/100' 8"5"/100' For larger sized pipe the slope shall be approved by the City of Moses Lake. 13.04.260 SPECIFICATION FOR JOINTS All joints and connections shall be made gastight and watertight.All pipe shall have rubber gaskets and assembled as specified by the manufacturer of said pipe.Any joint assembled which is not .gastight or watertight shall be removed,replaced or repaired with an approved coupling and ratested in accordance with the City Standard Specifications. Concrete joints may be approved by the City of Moses Lake for the connection of new pipelines to existing concrete sewer mains and existing concrete wyes. Other jointing materials and methods may be used only by approved of the City of Moses Lake. 13.04.270 CONNECTIONWITH PUBLIC SEWER The connection of a building sewer may be made with a wye branch if such branch is available at a suitable loca- tion.Where the building sewer connection is not located at an existing wye branch,the owner shall use a manufactured,approved saddle.This connection shall be gastight and watertight.The invert of the building sewer at the point of the connection shall be located on the top half of the sewer main. Section 3.The invalidity of any part of this ordinance shall not effect the validity of any other part of this ordinance which can be given effect without such invalid part or parts. Section 4.EFPECTIVE DATE This ordinance shall take effect and be in force five (5)days after its passage and publication as provided by law.
