AN ORDINANCE AMENDING TITLE 18 OF THE MOSES LAKE CITY CODE
ENTITLED ZONING BY CHANGING CERTAIN SECTIONS OF CHAPTER
18.57 ENTITLED SIGNS AND BILLBOARDS
THE CITY COUNCIL OF THE CITY OF MOSES LAKE,WASHINGTON DO ORDAIN AS FOLLOWS:
Section 1.Section 18.57,010 of Chapter 18.57 of the Moses Lake City Code shall beIchangedtoreadasfollows:
18,57.010 General Standards:
A.These regulations shall only apply to all new signs and the structural
alteration of existing signs.
B.No commercial signs shall be constructed or installed on city right-
of-way.
C.No commercial signs shall interfere with traffic controls.
D.All signs shall meet construction standards of the Uniform Building
Code.
Section 2.Section 18.57.120 B of Chapter 18.57 of the Moses Lake City Code shallchangedtoreadasfollows:
18.57.020 Signs in Commercial and Industrial Bones:
B.On-Premises Signs:
1.On-premises signs shall be limited to those identifying a business
or products sold on the premises.
I 2.The total area of signs shall not exceed one square foot (l')of area for each foot of developed business frontage along thesidetowhichthesignisdirected,with a total area not toexceedonehundredandfiftysquarefeet(150').Businesseswithfrontagesoflessthantwenty-five feet (25')may construct
a sign with an area not to exceed twenty-five square feet (25').Only one face of a double-faced sign shall be considered in com-puting its area.
3.Signs shall not project more than ten feet (10')above the buildingcontainingthebusinesswhichthesignidentifies,or have anoverallheightnottoexceedtwenty-five feet (25')for a freestandingsign,except in the C-4 zone,where free standing signs
can be a maximum of forty-five feet (45')high.Signs in theC-4 zone may be constructed to a height higher than forty-fivefeet(45')only after special permission is granted by the PlanningCommission,providing the signs extra height is shown to be essentialtoitbeingseenbytravelingmotorists.
4.In all sones except C-1,General commercial,and on existingbuildingsintheC-2 zone that have no front yard setbacks,signs shall not project out over city right-of-way.
5.Signs in the C-l,General Commercial zone,may project out overithepublicsidewalknotmorethaneightypercent(804)of thedistancebetweenthepropertylineandthecurbline.
6.All signs projecting over city right-of-way shall be a minimum ofeightandonehalffeet(8½')from ground level except for signsattachedtotheundersideofacanopyorotherarchitecturalprojectionwhichmaybeaminimumofsevenandonehalffeet(7½')from ground level.
7.Fascia signs or signs painted on a building shall not be counted
towards the allowable sign area for an on-premises sign.
18.57.030 Time Limitations:For a period not to exceed one year from the
passage of this ordinance,existing,non-conforming signs may be
structurally altered or moved to a new location.The Planning
commission may grant a special permit for a one year extension of
this period.
Section 3.Section 18.57.040 entitled Non-Conforming Signs and Billboards is
hereby repealed in its entirety.
Section 4.This ordinance shall take effect a be in force five (5)days after
its passage and publication as p v ded by law.
