903_00001ORDINANCENO.D3 AN ORDINANCE ESTABLISHING REQUIREMENTS FOR THE INSTALLATION OFFIREHYDRANTS,AND MAINS SUPPLYING WATER FOR FIRE PROTECTION,AND ADDINGA NEW CHAPTER16.48 TO THE MOSES LAKE CITY CODE THE CITY COUNCIL OF THE CITY OF MOSES LAKE,WASHINGTON,DO ORDAIN AS FOLLOWS: I Section 1.There is hereby added to Title 16 of the Moses Lake city code a new chap-ter,16.48,to provide as follows: Chapter 16.48 Fire Hydrants Sections: 16.48.010 Statement of Policy 16.48.020 Definitions 16.48.030 Fire Hydrants Required16.48.040 NeW Installation Requirements16,48.050 Fire Flow Criteria16.48.060 Building Construction Classifications16.48.070 Building Permits and Occupancy16.48.080 Variance Conditions16.48.090 Service to Residential Lots16.48.100 Enforcement Authority16.48.110 Severability 16.48.120 Penalties 16.48.010 Statement of Policy:This chapter is enacted to establish guidelines fortheinstallationandmaintenanceofthecity's fire hydrant and water mainsystem, 16.48.420 Definitions:Definitions as used in this chapter,unless additional mean-i ing clearly appears from the content,shall have the meaning subscribed: A.Water Authority:Water Authority means the city Water Department,water district,or water company distributing water to fire hydrantswithinthecorporatelimitsoftheCityofMosesLake. B.Dead End Mains:Dead end mains means water mains,excepting hydrantleadsorstubouts,that are not being fed from both ends at thetimeofinstallation. c.Flush Type Hydrant:Flush type hydrant means any fire hydrant installedentirelybelowgrade. D.Fire Flow:Fire flow means the measure of sustained flow of availablewaterforfirefightingataspecificbuildingorwithinaspecificareaatten(10)pounds per square inch residual pressure. E.Municipality or Quasi-Municipality,Municipality or quasi-municipalitymeansanycounty,city,town,water district,water company,orothergovernmentalsubdivisionofthestateofWashington, 16.48.030 Fire Hydrants Required:All buildings constructed within the city shallbeservedbyhydrantsinstalledinaccordancewiththerequirementsofthischapter.In addition,existing hydrants not conforming with theirequirementsofthischaptershall,when replaced,be brought into confor-mance. Commercial buildings with a ground floor area of over twenty thousandsquarefeet(20,000)or a group of buildings with a required fire flowofmorethanthreethousand(3,000)gallons per minute shall requirehydrantsproperlylocatedaroundthepremises.Other buildings mayhavehydrantslocatedonlyononeside,but the required number shallbelocatedwithinonehundredandfiftyfeet(150')of the building. ORDINANCE NO.903/Page 2 Hydrants shall be on circulating mains unless approval for a dead end main is obtained from the city.(Exception:Hydrant leads off circulat- ing mains,the length of which must be approved by the city.) The number of hydrants required shall be determined on an average of one for every three hundred feet (300')computed on an imaginary perimeter that is parallel to and fifty feet (50')from a building or group of buildings.The number of fire hydrants required shall be increased by one for multi-story buildings. The Fire Marshall shall determine the location for hydrants based on utili topography,and building location.Hydrants shall be a minimum of fifty feet (50')from the building,exapt when it is impractical due to topograp or property line. 16.48.040 New Installation Requirements:All hydrants and water mains newly installed or replaced shall meet the following requirements: A.In areas already platted operational hydrants and water mains may be required to be installed in accordance with this chapter prior to the beginning of building construction. B.Two copies of detailed plans or drawings,accurately indicating the location of all valves and hydrants to be installed,shall be submitted to the Community Development Director with utility drawings at least ten (10)working days prior to the beginning of any construction. C.All construction shall conform to the City of Moses Lake Street and ·Utility Standards in effect at the time of construction.A street obstruction permit must be obtained before construction commences. D.The water authority and the Fire Department shall be notified in writing when the hydrant(s)and water mains will be available for use and when they are placed in service. E.All hydrants shall be subject to periodic testing and inspection by the Fire Department. F.The installation of flush-type hydrants is prohibited without prior and written approval of the Fire Marshal. G.Hydrants shall stand plumb and be set to the finished grade.The bottom of the lowest outlet shall be no less than eighteen inches (18")above the finished grade.There shall be thirty-six inches (36")of clear area about the hydrant for operation of a hydrant wrench on the outlets and on the control valve.The pumper port shall face the street.Where the street cannot be clearly defined or recognized the port shall face the most likely route of approach and location of the fire truck while pumping,as determined by the Fire Marshal, 8.Hydrants shall be accessible to Fire Department pumpers over roads capable of supporting such apparatus. I.Hydrants shall not be obstructed by any structure or vegetation,or have the visibility impaired for a distance of fifty feet via the route of travel to such hydrant. J.Hydrants located in areas subject to regular private,commercial, or industrial vehicle traffic shall be protected by curbs,space separation,grade level changes,guard posts,or other means as approved by the Fire Marshal. K.Maximum spacing of public fire hydrants shall be six hundred feet (600')in single family zoned areas and three hundred feet (300') in commercial,industrial,and apartment areas.Duplexes,churches, schools and buildings classified under the Uniform Building Code within the occupancy groups A.E,and I shall be considered commercial. Hydrants shall be located at street intersections,except when necessary to meet spacing.Then hydrants may be located between intersections.Additional hydrants may be required for buildings exceeding 5,000 square feet in residential areas.The square foot requirement pertains to total square feet. ORDINANCE NO.903/Page 3 L.A hydrant shall be located no further than three hunrad feet (300')from a newly constructed single family resident or platted lot andnomorethanonehundredandfiftyfeet(150')from a commercialbuildingoradditionsthereto. 16.48.050 Fire Flow Criteria:Required fire flows determined by the Fire MarshalshallbebasedonthecriteriasetforthintheGuideForDeterminationofRequiredFireFlow,most recent edition published by the InsuranceServicesoffice. I 16.48.060 Building Construction Classification:The following guides,publishedbytheInsuranceServicesOfficeandtheUniformBuildingCode(as adoptedbytheCityofMosesLake),shall be used in calculating fire flow. INSURANCE SERVICES GUIDE UNIFORM BUILDING CODE Fire Resistive I-II FROrdinaryIII1HR &III NHeavyTimberIVHTRoncombustibleII1HR&II NWoodFrameV1HR&VN 16.48,070 Building Permit Issuance and Occupancy:No building permit shall beissueduntilplanswhichareincompliancewiththischapterhavebeensubmittedandapproved.No building shall be occupied until water isavailable. 16.48.080 Variance Conditions:The Fìre Marshal may approve minor variations fromthelocationalstandardsforfirehydrantswhenitisshownthat: A.Strict compliance would require an unreasonable hydrant location. B.When the variance would not unreasonably dimmish fire protectiontothearea. I 16.48.090 Service to Residential Lots:As a condition for final plat approval,all subdivisions shall be provided with water mains and fire hydrants,consistent with Community Street and Utility Standards. 16.48.100 Enforcement Authority:Enforcement responsibility shall belong solelytotheCityofMosesLake. 16.48.110 Severability:Should any section,subsection,paragraph,sentence,clause,or phrase of this chapter be declared unconstitutional or in-valid for any reason,such decisions shall not affect the validity oftheremainingportionsofthischapter. 16.48.120 Penalties:A violation of any section or provision of this chapter isamisdemeanorand,upon conviction,punishable by a fine of not morethantwohundredandfiftydollars($250)for each offence.Each dayuponwhichaviolationoccursorcontinuesconstitutesaseparateoffence. Section 2.This ordinance shall take effect and be in force five (5)days afteritspassageandpublicationasprovidedbylaw.
