958_00001ORDINANCENO.958 AN ORDINANCEDECLARINGA NON-DEBATABLEEMERGENCYCONDITIONPROVIDINGFORTHEPRESERVATIONOFORDERANDPUBLICHEALTH,THERESTORATIONOF CITY STREETS,ROADS,ANDPUBLICFACILITIES,ESTIMATINGAMOUNTTOMEETTHE EMERGENCYANDPROVIDEFORRAKINGEXPENDITURESTHEREFORWITHOUTNOTICEORHEARING THECITY COUNCILOF THECITY OF MOSESLAKE,WASHINGTON,DO ORDAINAS FOLLOWS: I Section 1.There is hereby added a new section to Chapter 2.08 of the MosesLakeMunicipalCodeentitled"Emergency Expenditures -Non-debatable Emergencies"to read as follows: Upon the May 18,1980 eruption of Mt.St.Helens and the resulting downwindfalloutofashupontheCityofMosesLake,a non-debatable emergency conditionpursuanttoRCW35.33.081 is declared to exist which required the immedtatepreservationoforderandpublichealth,.to restore the city streets,roads,sewers,and public facilities to a condition of usefullness and provide publicrelieffromtheashfallout,estimated at two million tons within the corporatelimitsoftheCityofMosesLake.The estimated amount is $1.5million perweekforanundeterminedtime.The enactment of this section providesauthorit.y for making such emergency expenditures therefor without notice orhearingasprovidedbyRCW35.33.081. Section 2.This ordinance shall take effect immediately upon adoption by thevoteofonemorethanthemajorityofallmembersoftheCityCouncilandbeinforceimmediatelyasprovidedbylaw.
