AN EMERGENCYORDINANCEREQUIRINGOWNERSOFIMPROVEDPROPERTYTOREMOVEVOLCANICASH.
THE CITY COUNCILOF THE CITY OF MOSESLAKE,WASHINGTON,DOORDAINASFOLLOWS:
Section 1.Removal of Volcanic Ash.The owners of improved propert.ywithintheCityofMosesLake(as defined below)shall be required toiremovevolcanicashfromtheirimprovedproperty(as defined in Section2)and sidewalks and into the street at least two (2')feet from thecurbbyFriday,May 30,1980.
Section 2.(A)Improved Property Defined."Improved Property"isdefinedasallpropertywithparkinglotsofanykind,driveways,graveled areas with building on the lot,and sidewalks.
(B)Areas of Cleanup Defined.All roofs and hard surfacessuchassidewalks,steps,driveways,parking lots,shall be cleared ofashandtheashshallbeplacedinthestreetasstatedabove.Trees,shrubbery,lawns,gardens,etc.shall be washed down so as to controldust.
Section 3.Violations A Misdeameanor.Failure of the provisions of thisOrdinanceshallbeconsideredamisdemeanorandviolatorsshallbecited,fined,and required to remove volcanic ash from improved property attheirownexpenseorwillberemovedbytheCityattheownersexpense.
Section 4.Enforcement of Authority.The City of Moses Lake BuildingOfficialorhisdesignateischargedwithenforcingtheprovisionsofthisordinance.
Section 5..The Moses Lake City Council declares that an emergency exists
i and that this Ordinance shall be passed with one (1)reading and shalltakeeffectimmediatelyuponadoptionbythevoteofonemorethanthemajorityofallmembersoftheCityCouncilandbeinforceimmediately
as provided by law.
