Section 2.The Laurel Drive dedication has a present market value of $37;200;the market value having been analyzed by Bill Bailey;Basin Property Manage-ment;Inc.whose letter dated August 6;1985 is on file with the City Clerk. Pursuant to the authority set forth in RCW35.79.030;the abutting property owners shall not be required to compensate the city in any amount for thevacationofLaurelDrive. Section 3.The ordinance shall not become effective until the abutting prop-erty owners compensate the city in the amount set forth in Section 2. Section 4.The City Council declares that an emergency exists and this or-dinance shall take effect and be in force five (5)days after its passage andpublicationasprovidedbylawupononereadingif2/3 of the entire City Council present vote in favor of passage.
