AN ORDINANCECREATINGCHAPTER16.52 OF THEMOSESLAKEMUNICIPALCODEENTITLED"INSTALLATIONANDMAINTENANCEOFAUTOMATICFIREEXTINGUISHINGSYSTEMS"
THE CITY COUNCILOF THE CITY OF MOSESLAKE;WASHINGTON00 ORDAINAS FOLLOWS:
Section 1.Chapter 16.52 of the Moses Lake Municipal Code;entitled "Instal-lation and Maintenance of Fire Extinguisher Systems"is established asifollows:
16.52.010 Statement of Policy:This chapter is enacted to establish therequirementsfortheinstallationandmaintenanceofautomaticfireextinguishingsystems.
16.52.020 Definitions:
A.National Fire Protection Association Pamphlets:Codes;stan-dards,and recommended practices for tire and life safety aspublishedbytheNationalFireProtectionAssociation.
B.Uniform Building Code Standards:Standards and recommended
practices as published by the Ïnternational Conference ofBuildingOfficials;Specifically Standard 38-1.
C.Supervisory System:A system arranged to supervise the per-formance and operative condition of an automatic extinguish-ing system.
D.Hotels/Motels:As defined by the Uniform Building Code.
E.Assembly Area:As defined by the Uniform Building Code.
I F.Congregate Care:A dwelling providing shelter and servicesfortheelderlywhichmayincludemeals;housekeeping;andpersonalcareassistance.
16.52.030 General Information:
A.The regulations contained herein require the installation andmaintenanceoffireextinguishingsystems.
B.Complete information regarding the systems shall be submittedtoandapprovedbytheWashingtonStateSurveyingandRatingBureauandtheMosesLakeFireMarshal.As-built plans shallbesubmittedtothebuildingownerandtheFireMarshal.
C.All systems shall be installed by a contractor licensed bytheStateofWashington.
D.Maintenance and testing of systems required under this chap-ter shall be in accordance with N.F.P.A.Pamphlet #13 andArticle10DivisionIIIofthe1982UniformFireCode.Records of maintenance and testing shall be made available totheFireDepartmentuponrequest.
16.52.040 Fire Extinguishing Systems:I A.Where Required:An automatic fire extinguishing system shallbeinstalledinallbuildingshousingthefollowingoccupancies:
1.In all hotels and motels.
2.In all assembly areas that serve as an accessory to ahotelormotel.
3.In all wholesale;retail;or office areas that serve asanaccessorytoahotelormotel.
4.In all congregate care facilities.

B.Sprinkler System Alarms:When serving more than 100
sprinklers,automatic sprinkler systems shall be supervised
by an approved central proprietary or remote station service
or a local alarm which will give an audible signal at a cons-tantly attended location.
16.52.050 Existing Buildings:
A.When additions or alterations are made to existing buildings
that are covered by this chapter of the Moses Lake Municipal
Code;such buildings shall meet the requirements of this
chapter of the Moses Lake Municipal Code;when such addition
or alteration exceeds twenty-five percent (25%)of the asses-
sed valuation of the building.
B.When additions or alterations are made to existing buildings
that are covered by this chapter of the Moses Lake Municipal
Code such buildings shall meet the requirements of this
chapter of the Moses Lake Municipal Code when such addition
or alteration exceeds twenty-five percent (25%)of the gross
floor area.
C.When the occupancy classification of a building is changed to
an occupancy covered by this chapter;such building shall
meet all the requirements of this chapter.
This ordinance shall take effect and be in force five (5)days after its pas-
sage and publication as provided by law.
