ANORDINANCEAMENDINGCHAPTER3.18 OF THEMOSESLAKEMUNICIPALCODEENTITLED"GAMBLINGTAX"
THE CITY COUNCILOF THECITYOF MOSESLAKE,WASHINGTONDOORDAINAS FOLLOWS:
Section 1.The ordinance amending Chapter 3.18 of the Moses Lake MunicipalICodeentitled"Gambling Tax"is amended as follows:
3.18.060 Taxes Imposed -Amounts:There is levied a tax upon all persons,associations,and organizations who conduct or operate gamblingactivitieswithinthecityandwhohavebeendulylicensedbytheWashingtonStateGamblingCommissiontoconductoroperatesuchgamblingactivities,which tax shall be paid on the following gam-bling activities in the following respective amounts:
A.Bingo and Raffle Games:Any bingo or raffle activity,a taxcomputedattherateoftenpercentofthedifferencebetweenthegrossrevenuereceivedfromtheconductofsuchactivity
and the amount paid for or as prizes in the conduct of suchactivity;provided,however,that no tax shall be imposedundertheauthorityofthischapteronbingoorraffleswhensuchactivityoranycombinationthereofisconductedbyanybonafidecharitableornon-profit organization as defined inRCW9.26.020 (3),which organization has no paid operating ormanagementpersonnelandhasgrossincomefrombingoorraf-fles,or any combination thereof,not exceeding five thousanddollarsperyearlesstheamountpaidforasprizes;and pro-vided further,that activities carried out by public or pri-vate schools or by organizations sponsored by or related topublicorprivateschools,including parent organizations andstudentbodyorganizations,shall be exempt from the provi-i sions of this chapter when the proceeds of such activities areappliedforthebenefitofanysuchschoolorschool-sponsored
or school-related organization;and provided further,that anydeviationfromexemptionrestrictionsenumeratedinthissub-section shall subject such organization to the requirements ofthischaptertothesameextentasifsuchexemptionhadnotbeengranted,including required payment within ten days afterwrittendemandoftheFinanceDirectorofanytaxesformerlygrantedexemptionunderthissubsection.
B.Punchboard or Pull-Tab:Any punchboard or pull-tab,a taxcomputedattherateof3.5%of the gross receipts receivedfromtheconductofsuchactivity.
C.Card Games:Any card game,a tax computed at the rate of tenpercent(10%)of the gross income received from the conduct ofsuchactivity.
Section 2.This ordinance shall take effect and be in force on January 1,1989.
