ANORDINANCEESTABLISHINGCHAPTER2.46 OF THE MOSESLAKEMUNICIPALCODEENTITLED"TOURISMCOMMISSION"
THE CITYCOUNCILOF THE CITYOF MOSESLAKE,WASHINGTONDOORDAINAS FOLLOWS:
Section 1.Chapter2.46 of the Moses Lake MunicipalCode entitled"Tourism Commission"is establishedasfollows:
2.46,010 CommissionEstablished:TheTourismCommissionfor the cityis created and shallconsistofseven(7)members from citizenswho reside within the corporate limits of the citywhoishallbeappointedbytheMayorandconfirmedbytheCityCouncil,
2.46.020 Membership -Appointment:With theestablishmentof the Commission,three (3)membersshallbeappointedforfour(4)year terms,two (2)membersshall be appointedfor three (3)year terms,and two (2)members shall be appointedfortwo (2)year terms.Thereaftereachmembershallbeappointedforafour(4)year term.Upon vacancy by death,resignation,or other cause,the Mayor,withconfirmationby the CityCouncil,shall fillthe vacancy byappointingamemberfortheunexpiredportionoftheterm.
2.46.030 Removal:Amembermay be removedforcause duringhis or her termupon a recommenda-tionfrom the Mayor and the affirmativemajorityvote of the CityCouncilsittingin quorum.If a member is absent from two (2)meetingsper year without excuse,excuses beingpermittedforpersonalorfamilyillnessandvacations,cause existsforremoval.The memberwishingtobeexcusedfromameetingmustnotifythesecretarytotheTourismCommissionpriortothemeeting.The absence shall be announced and the reasons thereforat the timerollcallistakenatthemeetingandshallberecordedasexcusedintheminutesofthemeeting,if minutesare taken.
2.46.040 Quorum:A majorityof the Commissionshall constitute a quorum for the transaction ofbusiness.Anyactiontakenbythe majorityofthose present atany regular or specialmeetingoftheCommissionisdeemedandtakenastheactionoftheCommission.
2.46.050 Meetings:The Tourism Commissionshalldevote suchtimeas maybe necessaryto properlydischargealldutiesdevolvinguponthem.The Commissionmembers shall serve withoutcompensation.The Commissionshallorganizeannuallyby electingone (1)of its numberchairandone(1)vice-chair.Minutes of all meetings shall be filed withthe CityManager.Ameeting of the Commisslonshall be held at least once each month.I 2.46.060 Duties of Commission:.The CommissionshalladvisetheMayor,the CityCouncil,the CityManager,and/or officialsregarding tourismprograms ofthe city.The Commissionshallalsomakerecommendationspettainingtothefollowingmatters:
A.Adoptionof a tourism advertising budget and the expenditure ofany monies relatedtotourism.
B.Development,operation,and malntenance,including programming,of cityfacilitiesastheyrelatetotourism.
C.Coordinationwithother organizations including butnot limited to the Moses LakeAreaChamberofCommerce,Downtown Business Association,MotelAssociation,GrantCounty,State of Washington Development of Trade and Economic Development,TourismDevelopment Division,or their successors as it relates to tourismprograms.
D.Anyothermatters which affecttourismefforts,
In providingany advice on any of the above matters,the Commissionshall solicitandconsidertherecommendationsandopinionsofthoseindividualsororganizationsinterestedintourismintheCityofMosesLake.
Section 2.This ordinance shalltake effectand be in force five (5)days afterits passage and publicationasprovidedbylaw.
