1377_00001ORDINANCENO.1377 AN ORDINANCEAMENDINGCHAPTER 18.14 OF THE MOSESLAKEMUNICIPALCODEENTITLED*RR,RURALRESIDENTIAL2ONE" THE CITYCOUNCIL OF THE CITYOF MOSESLAKE,WASHINGTONDOORDAINAS FOLLOWS: Section 1.Chapter 18.14 of the Moses Lake MunicipalCode entitled "RR,Rural Residential Zone"isamendedasfollows: 18.14.020 Permitted Uses:Hereafterin the Rural ResidentialZone no building,structure,or land shall beiusedandnobuildingorstructureshallbeerected,altered,enlarged,orintendedto be used foranyotherthanthefollowingoutrightpermittedusesorasaconditionaluse.OutrightpermittedusesorconditionalusesintheRuralResidentialZoneshallbeIncompliancewithallperformancestandards,conditions,and bulkregulations of this chapter. A.OutrightPermitted Uses: 1.Singlefamily detached dwelling units including factory built housing constructed to thestandardsoftheUniformBuildingCode. 2.Anyuse whichis incidentaland subordinatetothe principaluse ofthe land or building;is located on the same lot withtheprincipaluse;and is not othenulse prohibited. 3.Accessory buildingsand/or structures appurtenant to any permitteduses in compliancewithSection18.14.040 of this chapter. 4.Cultivationof land for agricultural products,vineyards,gardening,and fruit growing. 5.Keeping oflivestock,poultry,rabbits,and bees in accordance withSection 18.14.050 ofthischapter. 6.Sellingof agriculturalproducts raised or grown on the premises. 7.Keeping of householdpets (dogsand cats)not exceeding four (4)innumberwhicharefour(4)monthsold or older. I 8.Planned Development DistrictsIncompliancewithChapter 18.67 of this title. 9.Parks and non-commercialrecreationaluses. 10.An accessory dwelling unit intended to accommodate a member(s)of the immediatefamilyrequiringdailycare,supervision,or guardianship in compliance withSection18.14.200 of this chapter entitled Residential Density. 11.Otherunmentioneduses ruled by the Planning Commissionto be similarto and compati-ble with the specifiedpermitted uses. B.Conditional Uses:The following uses may be permitted by the PlanningCommissionas aconditionaluseincompliancewiththeprovisionsofthischapterandChapter18.51 of thistitleentitledConditionalandUnmentionedUses. 1.Cemeteries 2.Churches 3.Essential public services and utilities including buildings and structures. 4.Golfcourses 5.Home occupations 6.Other unmentioned uses ruled by the Planning Commissionto be a conditionaluseiprovidedthattheuseshallbesimiîartoandcompatiblewiththeexpressedpermittedandconditionaluses. 7.Schools 8.Stables,riding academies,and commercialdog kennels 18.14.030 Prohibited Uses:Any use not expresslypermittedoutright oras a conditional use in the RR Zoneshallbeprohibited,including but not limited to the following examples: A.Abandoned sheds or buildingsin a state of disrepair B.Commercialuses except as provided inSection 18.14.020 A and B of this chapter. ORD.\377/Page 2 C.Twofamily or multi-familydwellingunitstructuresexceptas providedfor inSection18.14.020 A (10)ofthis chapter. D.Industrial uses E.Occupancy oftrailers or recreationalvehicles F.Publicnuisances G.Removalofsoilor other naturalmaterials for the purpose ofsale or use as fillmaterialexcept that excavationforthe purpose ofconstructionor landscaping is permitted. H.Outsidestorage,collection,ordumpingofdismantled,partlydismantled,orwrecked vehicles, trailers,machinery,or their parts. I.Outsidestorage orcollectionofany junk,scrap,garbage,unsightly material,litter,or debris. J.Locating any sea or ocean-going containerswhich can be detached from a trailer,chassis, orframe and,which wereformerly used for transporting sea or ocean-goingcargo,railroad cars and cabooses,semi-trailers when intended to be used as storage facilities or any other unit which detaches from a trailer,chassis,or frame including car,truck,or van bodies or paits of bodies whenintended to be used as storage facilitiesor the like.
