AN ORDINANCE CREATINGCHAPTER 3.13 OF THE MOSESLAKE MUNICIPALCODEENTITLED"BUILDINGMAINTENANCEFUND"
THE CITYCOUNCILOF THECITYOF MOSESLAKE,WASHINGTONDOORDAINAS FOLLOWS:
Section 1.Chapter3.13 ofthe MosesLakeMunicipal Code entitled"Building Maintenance Fund"is createdasfollows:
3.13.010 Findings:
A.The Cityof Moses Lake establishedthe BuildingMaintenance Fund withResolution#1151
on March 8,1983.
B.Itis desired to further establish and definethe operations ofthe BuildingMaintenance Fund.
3.13.020 Ownershipof Property:The Building Maintenance Fund shallaccountforall general govemmen-tal real property and buildings.Real property purchased prior to the effective date of thisordinanceshallbeaccountedforinthefundasofJanuary1,1992.
3.13.030 Servicesto be Provided:As an Intemalservice fund,thefundshallbe usedto acquire,service,repair,maintain,operate,and replace all general governmental real property,including land andbuildings.The fund may be used to acquire,service,repair,malntain,operate,and replace realproperty,including land and funds deemed appropriate.The fund shall operate under theguidelinesoftheWashingtonStateBudget,Accounting,and ReportingSystem (BARS)andGovernmentalGenerallyAcceptedAccountingPrinciplesguldelinesforinternalservicefundsandestablishedintheannualbudgetasadoptedbytheCityCouncil.
3.13.040 Taxesand Charges:Thetaxes,charges,and rates for the fund's operation are to be generallysetforthforeachdepartmentintheannualbudgetasadoptedbytheCityCouncil.
Section2.Thisordinance shalltake effectandbe Inforce five(5)days after its passage and publicationasprovidedbylaw.
