3674RESOLUTION NO.3674 A RESOLUTION SUPPORTING PROPOSITION NO.1 WHICH IS PRESENTED TO THE VOTERS AT THE GENERAL ELECTION TO BE HELD ON NOVEMBER 7,2017 PROPOSING A SALES/USE TAX FOR COSTS ASSOCIATED WITH TRANSPORTATION IMPROVEMENTS WITHIN THE CITY OF MOSES LAKE'S TRANSPORTATION BENEFIT DISTRICT RECITALS. 1. The City of Moses Lake Transportation Benefit District Board and the Moses Lake City Council have determined that it is in the best interest of the citizens of Moses Lake to establish and fund a citywide transportation districtforthe preservation and maintenance ofthe City'stransportation infrastructure. 2. ATransportation Benefit District was established in the City ofMoses Lakeon December 27,2016 forthe purpose of constructing and maintaining transportation improvements. 3. The Transportation Benefit District imposeda twenty dollar ($20)vehicletabfee toraisefundstobe used for necessary transportation improvements. 4. The twenty dollar ($20) vehicletab fee is collected on allvehicles registered in the City of Moses Lake beginning October 2017. 5. The Transportation Benefit District proposed a 2/1 Oths of 1%sales/use tax be imposed on all taxable retail sales and uses within the Cityso that all users ofthe City's streets,including those who shop inthe City and thereby use City streets,would contribute to the funds fortransportation improvements. 6. Upon passage of the sales/use tax the twentydollar($20) vehicle tab fee would be eliminated. 7. The Transportation Benefit District requested that the sales/use tax option be placedon the November 7,2017 general election ballot. 8. This resolution has come before the Moses Lake CityCouncil at its meeting of June 13,2017,withnotice thereof given in the manner required by RCW 42.17A.555. 9.At said meetingmembers ofthe City Council and members ofthe public in attendance were afforded an approximately equal opportunity for the expression of opposing views. RESOLVED 1.The City Councilofthe City of Moses Lake supports Proposition #1,whichifitpasses,will raise monies ina more equitable manner tofund costs associated with transportation improvements within the City of Moses Lake.-> Adopted by the City Council on June 13, 2017.
