RESOLUTION NO. 3775
A RESOLUTION SUPPORTING GRANT COUNTY'S PROPOSITION NO. 1 "GRANT COUNTY SALES AND USE TAX FOR CRIMINAL JUSTICE FUNDING" WHICH IS TO BE PRESENTED TO THE VOTERS AT THE GENERAL ELECTION TO BE HELD ON NOVEMBER 5, 2019 PROPOSING TO IMPOSE A SALES/USE TAX OF THREE TENTHS OF ONE PERCENT FOR CRIMINAL JUSTICE PURPOSES AS DEFINED IN RCW 82.14.450.
1.The City of Moses Lake has no jail facility and uses the Grant County Jail to house persons arrested in the City of Moses Lake; and
2.The Grant County Jail was built in 1986 and has been operating at 200% capacity since1997;and
3.Because of the increased population in Grant County and corresponding criminal activity,a new jail is needed as well as the corresponding additional corrections staff, prosecutorialand defense staff, court clerks, and judicial staff; and
4.The proposed sales/use tax will be imposed on all taxable retail sales and uses within theCounty so that all tourists, visitors, and residents will contribute to the funds for criminaljustice; and
5.A portion of the funds generated by the proposed sales/use tax will go to the City of Moses Lake for the purpose of funding criminal justice purposes, including providing additional police officers.
6.The Grant County Board of Commissioners has requested that the sales/use tax option beplaced on the November 5, 2019 general election ballot pursuant to Grant CountyResolution No. 19-055-CC which authorized Proposition No. 1 "Grant County Sales andUse Tax for Criminal Justice Funding"; and
7.This resolution has come before the Moses Lake City Council at its meeting of August 13,2019 with notice thereof given in the manner required by RCW 42.17A.555; and
8.At said meeting members of the City Council and members of the public in attendancewere afforded an approximately equal opportunity for the expression of opposing views.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MOSES LAKE AS FOLLOWS:
The City Council of the City of Moses Lake supports Grant County's Proposition No. 1 "Grant County Sales and Use Tax for Criminal Justice Funding" for imposition of a sales and

use tax of three tenths of one percent for criminal justice purposes as defined in RCW 82.14.450 which, if it passes, will raise monies in an equitable manner for the County and all cities within for criminal justice purposes.
