A RESOLUTION OF THE CITY OF MOSES LAKE
WASHINGTON, AUTHORIZING A MONETARY SIGNING
BONUS TO LAW ENFORCEMENT OFFICERS NOT TO
EXCEED $10,000.00
Recitals:
1. RCW 35A.11.020 and RCW 35A.12.190 authorize the City Council to organize and
regulate its internal affairs and to define the powers, functions and duties of its officers
and employees.
2. The City is facing increasing competition in hiring. This competition comes from all
levels of government agencies and the overall labor market.
3. Due to the small size of the City’s workforce a vacant position places increased strain on
existing operations. Therefore, it is critical to hire highly qualified personnel as soon as
possible in order to maintain the level of service the City provides to its citizens.
4. Signing bonuses are becoming a common incentive to attract experienced, highly
qualified candidates in both the public and private sectors.
5. The City of Moses Lake wishes to attract experienced, highly qualified applicants.
6. To attract desired applicants, the City needs the flexibility to offer the incentive to a
candidate for a Law Enforcement position over competing municipalities.
7. Given the factors set forth above, it is in the best interests of the City to allow the City
Manager the discretion to offer a signing bonus.
Resolved:
1. Authorization to Offer a Monetary Signing Bonus. The City Council authorizes the City
Manager to offer candidates for a Law Enforcement position a signing bonus of up to
$10,000.00.
2. Repayment. The Signing Bonus Agreement must include a clause that requires the candidate
to repay the monetary signing bonus if he or she does not complete at least two years (24
months) of service with the City of Moses Lake. The repayment obligation shall be pro-rated
based on the two-year commitment.
3. Duration. This resolution is effective until terminated
4. Severability. If a court of competent jurisdiction declares any provision in this resolution to
be contrary to law, such declaration shall not affect the validity of the other provisions of this
Resolution.
