A RESOLUTION OF THE CITY COUNCIL
SUPPORTING THE APPLICATION OF THE
CITY OF MOSES LAKE FOR FEDERAL
FUNDING TO SUPPORT CITY PRIORITY
PROJECTS
Recitals:
1. The City of Moses Lake completed its periodic update of the overall Comprehensive Plan
and adopted the plan in November 2021.
2. The periodic update required the involvement of the public in developing community
needs and priorities.
3. The City of Moses Lake’s Comprehensive Plan includes an updated Capital Facilities
Element (CFP).
4. The CFP identifies that over the planning period the city’s revenues will fall short of
funds needed to complete the capital projects to support anticipated growth.
5. Federal representatives have identified that Congressionally Directed Spending
applications are open to assist with community identified priorities.
6. City Council reviewed identified “Game Changer” projects in a special meeting March
30, 2022.
City Council does hereby endorse and approve the Congressionally Directed Spending
applications for funding on behalf of five projects:
1) I-90 Improvement Project – Exits 174 to 176 (Mae Valley to Broadway Gateway): $2.5
million for planning and pre-design of improvements needed between Exits 176 and 174
on I-90, including local access and associated improvements needed for pedestrian and
bicycle, stormwater facilities. With level of service failures on the exits as the local
traffic increases between these exits due to housing growth increases in Mae Valley and
the growth of the City, the City requests funding to address the congestion and safety
concerns with the growing use of I-90 as a freight mobility route, and Moses Lake as a
hub for new tech industrial growth.
2) Open Doors Sleep Center Permanent Location: $1 million to secure property, prepare the
site and relocate the Moses Lake Sleep Center (shelters and associated support buildings),
providing a benefit to Moses Lake’s chronically homeless population.
3) Moses Lake Water-Wastewater Improvements: $10 million to support the upgrades
needed to Moses Lake’s water supply and wastewater handling facilities to support the

new tech industrial development on the Wheeler Corridor. This funding will match
funding provided by the State of Washington ($10 million for electrical infrastructure)
and protect utility rates from the impact of the capital facilities needed to support this
growth.
4) Broadway Corridor Revitalization: $3.5 million to develop a new gateway and carry out
the planning and predesign of corridor improvements for the 3.75 mile section of
Broadway/State Route 171/Historic Highway 10. 300 acres of redevelopable property
abuts Broadway where improved streets, transit facilities, pedestrian and bicycle facilities
will provide a revitalized gateway for the City. This project also envisions the transition
of the Columbia Basin Railroad to a Rails to Trails project.
5) Moses Lake Creative District Resiliency Project: $1.8 million for the acquisition of
property for a creative district oriented affordable housing project and the planning and
pre-design for district wide stormwater facility improvements needed to enhance the
health of Moses Lake.
