A RESOLUTION OF THE CITY OF MOSES LAKE WASHINGTON, ESTABLISHING A LIMITED ENGLISH PROFICIENCY PLAN TO GUIDE THE CITY IN PROVIDING MEANINGFUL ACCESS TO CITY SERVICES
AND FUTURE DEVELOPMENT OF A LANGUAGE ACCESS PLAN. Recitals:
1. On August 11, 2000, Executive Order 13166 for “Improving Access to Services for
Persons with Limited English Proficiency” (LEP) was signed and requires Federal agencies to (1) examine the services they provide, identify any need for services to those with limited English proficiency, and develop and implement a system to provide those services so LEP persons can have meaningful access to them; and (2) to ensure that
recipients of Federal financial assistance provide meaningful access to their LEP
applicants and beneficiaries Pro-active mitigation of known hazards before a disaster event can reduce or eliminate long-term risk to life and property.
2. On June 12, 2022, to assist the Federal agencies in carrying out these responsibilities, the
U.S. Department of Justice issued the LEP Guidance, “Enforcement of Title VI of the Civil Rights Act of 1964 – National Origin Discrimination Against Persons With Limited English Proficiency” to set forth the compliance standards that recipients of Federal financial assistance must follow to ensure that their programs and activities normally
provided in English are accessible to LEP persons and thus do not discriminate on the
basis of national origin in violation of Title VI’s prohibition against national origin discrimination. 3. As a recipient of Federal financial assistance, the City of Moses Lake has a responsibility
to ensure meaningful access to programs and activities by persons with limited English
proficiency and therefore will take reasonable steps to do so.
4. The City of Moses Lake recognizes that language can be a barrier to accessing important
benefits or services, understanding and exercising important rights, complying with
applicable responsibilities, or understanding other information provided by programs and
activities offered by the City including those funded by federal programs.
5. The City of Moses Lake adopted a Communications and Public Participation Plan as part
of a commitment to keep residents and partners informed.
6. Upon adoption, the LEP Plan shall be incorporated into the Communications and Public
Participation Plan as it ensures meaningful opportunity for national origin minorities,

with limited-English proficiency, to meaningfully participate in federally funded and City
of Moses Lake led programs.
Resolved:
1. The Limited English Proficiency (LEP) Plan as set forth in Attachment “A” attached hereto and incorporated herein as though fully set forth shall be and hereby is approved and adopted.
ADOPTED by the City Council on March 26, 2024.
