1523_00001ORDINANCENO.1523 AN ORDINANCEAMENDINGCHAPTER 18.54 OF THE MOSES LAKEMUNICIPALCODEENTITLED"OFF STREET PARKINGAND LOADING" THE CITYCOUNCILOF THE CITYOF MOSESLAKE,WASHINGTONDOORDAINASFOLLOWS: Section 1.Chapter 18.54 of the Moses Lake Municipal Code entitled "OffStreet Parking and Loading"isamendedasfollows: O 18.54.020 SpecificParkingRequirements:The numberof oif-street parkingspaces required of each useshallbeasfollows,except that for lots having less than eighty feet (80')frontage in non-residential zones where compliancemayprove a hardship,the Board ofAdjustment maymodifytherequirementsasprovidedinSection18.81.010. A Residential: 1.SingleFamily 2 per unit2.Duplex 2 per unit 3.Mobile Homes 2 per unit 4.Multiple Family 1 ½per unitone bedroom and effielencyunits 2 per unitfor two or more bedrooms 5.SeniorCitizenDwelling 1 per unit No lot or portion thereofshall be used for parkingor storing of truck or other motor vehicles exceeding one (1)ton net capacity (seesubsection L of this section),or commercial, industrial,and agriculturalequipmentor machinery,or recreational vehiclesor trailers which exceed twenty-fivefeet (25')In length. B.Retail Business in allZones:Spaces per 1,000 squarefeetofgrossfloorarea 1.Department and clothing stores 3.32.Varietyand drug stores 3.3 3.Furniture stores 1 4.Grocerystores 3.3 5.Auto sales 1 C.Personal Services: 1.Barber shops and beauty shops,self-servicelaundries,etc.2 per chair 2.Motels and hotels 1 per unit D.Financial Institutions: 1.Banks,savings &loan,etc.2.5 E.Offices: 1.Human services (clinics,welfare employment offices)12.Professional offices 2.53.Other offices 2.5 F.Shopping Centers:5 G.Eatinq Establishments: 1.Sit-downrestaurants 102.Taverns 103.Drive-in restaurants 14 H.Industrial: 1.Industrial warehouses,freight terminals,manufacturing,etc.1 per shift employee I.Public and Semi-Public Places of Assembly:1.Churches 1 per 6 seats or 12 feet of bench2.Theaters and auditoriums 1 per 4 seats or 8 feet of bench3.Schools: Pre-School 1 ½per teacherElementary2perclassroomHighSchool1per2studentsCollegeorCommercial1per2students4.Libraries 1per400 squarefeet ofgross floor area J.Special uses such as airports,depots,swimming pools,and other recreational uses,adequate parkingspace shall be required as determined by the Planning Commission. K.Bulldings having mixedoccupancies shallprovideparkingfor each use as required.Multiple use buildingsshall provide parking forthe most Intensive use. L.Parking of trucks or other motor vehicle exceeding one (1)ton net capacity may not be parked or stored on the premises of a residential lot in the R-1,R-2,or R-3 zones.Atruck exceeding one (1)ton net capacity used as a means of transportation to and from a place of business or employmentmaybe parked onthe premisesten feet (10')or more fromand adjoining residence for a continuous period notto exceed forty-elght(48)hours on week ' days and sixty(60)hours on weekends.Atruckexceeding one (1)ton net capacity which Is not used as a means oftransportationto and froma place ofbusiness or employmentmaybeparkedonthepremisesforacontinuousperiodnottoexceedfour(4)hours.The parking shallbe in compilancewithexistingordinancesofthe cityand ordinances hereafter enacted, pertainingto publichealth,safety and welfare.Thissection shallnot be construed to allow the maintenance of a public or private nuisance. M.Off-streetparkingareas used to fulfillthe requirementsof this title shall not be used for loading and unloadingoperations except duringperiodsofthe daywhen not required to careforparkingneeds. N.Formulaused for determiningsquare footage of gross floor are: Main Floor 100% Basement and Second Floor 50% Additional Stories 25% Equals square footage of gross iloor area Section2.The CityCouncildeclares that an emergency existsand thisordinanceshalltakeeffectand be inforce five (5)days after its passage and publication as providedby law upon one reading if2/3 ofthe entire CityCouncilpresnt vote in favor of passage.
