AN ORDINANCEAMENDINGCHAPTER16.36 OFTHE MOSESLAKEMUNICIPALCODEENTITLED"FIRECODE"
THECITYCOUNCILOFTHECITYOF MOSESLAKE,WASHINGTONDOORDAINAS FOLLOWS:
Section 1.Chapter 16.36 ofthe Moses Lake Municipal Code entitled"Fire Code"is amended as follows:
0 16.36.010 FireApparatus Access Roads;in addition to the requirementsset forth in Article 10,Division II,of the 1991 UniformFire Code,fire apparatus access roads shall meet the following require-ments:
A.Surface:Fire apparatus access roads for commercial or industrial buildings or develop-ments shallhave an unobstructed widthof twentyfeet (20'),be designed and engineeredtowithstandheavytrafficloads,and be providedwithan allweather driving surface.UnlessotherwiseapprovedbytheFireChief,an all weather surface shall mean an asphaltic orPortlandcementconcretehardsurfaceorpavementwhichcanbewellmaintained.Additionally,access roads serving one and two family residences may be surfaced asapprovedbytheFireChief.
B.Tuming Radius:Fire apparatus access roads shallhave a twenty-fivefoot (25')minimuminsideturningradius.Theturningradius offire apparatus access road turn arounds shallnotbelessthanforthfeet(40'),except that alternatemethods of creatingaccess roadturnaroundsmaybeapprovedbytheFireChief.Approved temporarytumarounds mayIncludehammerheadarrangementdesignsoragraveledsurfaceeightyfeet(80')in diameter.
C.Grgdg:The gradient for afireapparatusaccessroad shallnotexceedfifteen percent (15%),except that fire apparatus access roads leading to buildingsfully protected by automaticsprinklersystemsmayexceedfifteenpercent(15%)when,in the opinion of the Fire Chief,fire fighting or rescue operationswouldnot be impaired.
D.Closureof Access Roads:Whenapprovedby the FireChief,gates and barricades may beplacedacrossfireapparatusaccessroads,providedthat they can be opened by the FireDepartmentwiththeprovisionofanapproved"keybox"or look which can be readilyremoved.
E.Access Identification:When required by the Fire Chief,fire apparatus access roads shallbepostedwithsignsreading"No Parking-Fire Lane".Signa shallhave three inch (3")reflectivered letteringon a white background.The top of the sign shall not be less thanfourfeet(4')normore sixfeet (6')fromthe ground.Vertical curbs shallbe paintedyellowonthetopandside.Rolledcurbs or surfaces withoutcurbs shall have a yellowsixinch (6")wide painted stripe.Thepaint or striping shallextend the lengthofthe designated fire lane.
16.36.020 AboveGroundStorageTanksfor MotorVehicleFuel -DispensingStations:Appendlxll-Fto the1991UniformFireCodeentitled"Aboveground StorageTanksfor MotorVehicle Fuel-Dispens-ing Stations"Isadopted by reference in itsentirety.
Section 2.Thisordinance shalltake effect and be in force five (5)days after its passage and publicationasprovidedbylaw.
