AN ORDINANCEAMENDINGCHAPTER8.08 OF THEMOSESLAKEMUNICIPALCODEENTITLED"GARBAGECOLLECTION"
THE CITYCOUNClL OF THECITYOF MOSESLAKE,WASHINGTONDOORDAINASFOLLOWS:
Section 1.Chapter 8.08 of the Moses Lake Municipal Code entitled "Garbage Collection"is amended asfollows:
O 8.08.140 Fee Schedule:Commencing withbillingdates after April1,1993,except as othelwlse provided,services and charges for garbage collection shall be as follows (thegarbage service descriptionineffectatthetimethegarbagebillispreparedshallbeprintedontheutilitybillforeachaccountwithgarbageservice.}:
A.Residential Rates:Regularservice at the curb or alleyfor collectionof up to three (3)containers,garbage cans,bags,bundles,orthelike once per week shallbe as set forth onScheduleAadoptedinconjunctionwiththisordinance.Additional containers,garbagecans,bags,bundles,or the like shall be collected for the fee as set forth in Schedule Aadoptedinconjunctionwiththisordinance.The charge as set forth In Schedule A percontainer,garbage can,bag,bundle,or the like shall be paid in cash in advance at theMosesLakeFinanceDepartmentwiththepurchaseofacouponwhichwillbeattachableandattachedtothegarbagecan,bag,bundle,or the Ilke.Servicefees for duplexes shallbeinaccordancewiththeservicefeesasshownonScheduleAadoptedinconjunctionwiththisordinancewhichwillbefoundonfileintheofficeoftheFinanceDirector.ServicefeesforcondominiumsshallbethesameastherateforregularresidentialserviceandshallbeeffectivewithbillingdatesafterApril1,1993 or as in the future revlsedby indexing.
B.Commercial Rates:Servicefees for,includingbutnotlimited to apaitments,motels,plannedunitdevelopments,and trailer park rate shall be in accordance with the seivice fees asshownInScheduleAadoptedinconjunctionwiththisordinancewhichwillbefoundonfileintheOfficeoftheFinanceDirector.
C.Additional or Special Services:Additional or special services desired by residentialorcommercialcustomersshallbearrangedwiththegarbagecontractorandpaidtothecityattheratesforspecialgarbageserviceinaccordancewithScheduleAadoptedinconjunc-tionwith this ordinance which willbe found on file in the Officeof the Finance Director.
D.Drop Boxesand CompactorRates:Ifdrop boxand compactor rates,otherthan 1x monthor1xmonthtogetherwithextrapickuprates,are used;the rates are for an annual basisnottobeadjustedseasonally.Compensationfor unused pickups,ifany,are included in areducedrate.Extraplckupswhen applicablemaybe used withanyservicerate.Contrac-tor willbe paid for 1 x month service for drop boxes and compactors which shall include1pickuppermonththenthecontractorshallbepaidforadditionalactualpickups.
The garbage contractor shall submitallcharges for specialgarbage service and alldrop boxandcompactorpickupsonformsprescribedbythecityFinanceDepartment.
E.Rate Indexing:Services and charges for garbage collectionshall be revised with billingdatesafterApril1,1994 and everyyear thereafter byan amountequal tothe directincreaseinlandfilldisposalfees,contractorfees,taxes,and otheritemswhich are components oftherateschargedforgarbagecollectionwhichhavebeenincurredsincethelastincreaseingarbagecollectionrates.The increases shall be rounded to the next five cent ($.05)Increment.The increases shallbe computed bythe Finance Department and confirmed byCityCouncilactionthroughanamendmentofScheduleAconsideredataregularCityCouncilmeeting,at least thirty(30)days beforethe revisedrates are to become effective.
Section 2.Thisordinance shalltake effectand be in force five (5)days after its passage and publicationofitssummaryasprovidedbylaw.
