1749_00001ORDINANCE NO.1749 AN ORDINANCE AMENDING CHAPTER 18.67 OF THE MOSES LAKEMUNICIPALCODEENTITLED"PLANNED DEVELOPMENT DISTRICTZONE" THE CITY COUNCIL OF THE CITY OF MOSES LAKE,WASHINGTON DO ORDAIN ASFOLLOWS: Section 1.Chapter 18.67 of the Moses Lake Municipal Code entitled "Planned DevelopmentDistrictZone"is amended as follows: 18.67.010 Purpose: A.The purpose of the planned development district ordinance is to allow someflexibilityinthedesignofclusteredresidential,commercial,or industrial uses withsufficientandappropriatecollectiveopenspaceoramixtureofsuchusesbypermittingspecificmodificationsofthebulkanduseregulationsandperformancestandardsoftheunderlyingzone(s)as applied to a particular parcel of land.A planned development district is a floating district.Each approved planned development districtis superimposedon the underlying zone to the extent that theplanneddevelopmentdistrictshallmodifyandsupersedethebulkanduseregulationsandperformancestandardsoftheunderlyingzone. B.A planned development district shall: 1.Encourage flexibility in design and development that will result in a moreefficientanddesirableuseoftheland. 2.Permit flexibility of design,placement of buildings,use of required openspaces,circulation facilities,open spaces,off-street parking areas,and othenvise to better utilize the potentials of the site characterized by specialfeaturessuchasbutnotlimitedtogeography,topography,or shape. 3.Provide for maximumefliciencyin the layout of streets,utilities,and otherpublicimprovements. 4.Produce an integrated or balanced development of mutuallysupportive usesthatmightbeotherwiseinharmoniousorincongruous. 18.67.020 Permitted Planned Development Districts: A.Planned development districts may be approved for any use or combination of uses listed in Chapter 18.12 through Chapter 18,67 of this title as currentlyexisting.The uses permitted inany specific planned development district shall beenumeratedintheorginanceestablishingtheplanneddevelopmentdistrict. B.Approved planned development districts are permitted inall commercial,residen-tial,and industrial zones existingin the City of Moses Lake's Municipal Code. C.Planned development districts may be used for the following typesof develop-ment: 1.Planned Unit Developments:An area to be planned and developed as asingledistrictcontainingoneormoreresidentialclusterswithsufficientandappropriatecollectiveopenspaceandoneormorepublic,quasi-public,commercial,and/or industrial areas. 2.Planned UnitResidential Development:An area to be planned and developed as a singledistrict and containing one or more residential clusters withsufficientandappropriatecollectiveopenspace.Appropriate commercial,public,or quasi-public uses may be included ifsuch uses are for the exclusivebenefitoftheresidentialdevelopment. ORD.1749/Page 2 3.Planned Commercial Developments:An area to be planned,developed, operated,and maintained as a single district with sufficient and appropriate collectiveopen space containing one or more structures to accommodate commercial,retail,business,or officeuses or a combinationofsuch uses. 4.Planned IndustrialDevelopment:An area tobe planned,developed,operated, and maintained as a single entity with sufficientand appropriate collective open space containing one or more structures to accommodate industrial uses. Section 2.This ordinance shall take effect and be in force five (5)days after its passage and publication of its summary as provided by law.
