AN ORDINANCE AMENDINGCHAPTER 12.32 OF THE MOSES LAKEMUNICI-PAL CODE ENTITLED "ADDRESSESANDSTREET NAMES*"
THE CITY COUNCIL OF THECITY OF MOSES LAKE,WASHINGTON DO ORDAINAS FOLLOWS:
Section 1.Chapter 12.32 of the Moses LakeMunicipal Code entitled "Addresses and Street Names"isamendedasfollows:
12.32.020 System Described:
A.AIIpropertiesor parcels of landwithinthecorporate limits of the cityshall be identified byreferencetotheuniformnumberingsystemadoptedinthischapter;provided,all existingnumbersofpropertyandbuildingsnotnowinconformitywithprovisionsofthischaptershallbechangedtoconformtothesystemadoptedinthischapterwithinsixmonthsfromApril11,1961.
B.AIIstreets northofthe north-southbaseline as shown on the "Address and Street NameMasterPlan"running generally ina northerlydirection shall be considered "north"streetsandlikewiseallstreetssouthofthisbaselinerunninggenerallyinasoutherlydirectionshallbeconsidered"south"streets.All streets east of the east-west baseline runninggenerallyinaneasterlydirectionshallbeconsidered"east"streets and likewise all streetswestofthisbaselineandrunninggenerallyinawesterlydirectionshallbeconsidered"west"streets.
1.Each building north of the north-south baseline and facing a street running in anortherlydirectionshallcarryanumberandaddressindictingitslocationnorthofthebaseline.
2.Each building south of the north-south baseline and facing a street running in asoutherlydirectionshallcarryanumberandaddressindictingitslocationsouthofthebaseline.
3,Each building east oftheeast-westbaseline and facing a street running in an easterlydirectionshallcarryanumberandaddressindicatingitslocationeastofthebaseline.
4.Each building west of the east-west baseline and facinga street running in a westerlydirectionshaLIcarryanumberandaddressindicatingitslocationwestofthebaseline.
5.AIIbuildings on diagonal streets shall be numberedthe sameas buildings on northerlyandsoutherlystreetsifthediagonalrunsmorefromthenorthtothesouth,and thesameruleshallapplyoneasterlyandwesterlystreetsifthediagonalrunsmorefromtheeasttothewest.
C.The numberingofbuildings on each street shall begin at the baseline.Allnumbers shallbeassignedonthebasisofoneaddressforeachtwenty-fivefeet of frontage along thestreet.Grid lines,as shown on the property numberingmap,indicate the point at whichnumberswillchangefromonehundredtothenexthigherhundred.AIIbuildings on thesouthofeast-west streets and east of north-south streets shall bear odd numbers andlikewiseallbuildingsonthenorthsideofeast-west streets and west of north-south streetsshallbearevennumbers.
D.Where any buildinghas more thanone entrance serving separate occupants,a separatenumbershallbeassignedtoeachentranceservinganoccupant.
E.The building shall be assigned the address falling withinthe twenty-fivefoot interval inwhichthemainentrancefalls,In measuring the twenty-fivefoot intervals of street front-
age,ifthe main entrance of thebuildingfalls exactlyupontheline which divides a twenty-five foot interval from thenexthigherinterval,eitherthenumber ofthe lower intental or thenumberofthenexthigherintervalwillbeassignedtothatentrance.
F.A multiple-family dwelling having only one mainentrance shall be assignedonly onenumberandseparateapartmentsinthebuildingwillcarryaletterdesignationsuchasA,B,C,in additiontothenumber assigned tothemain entrance of the building.
G.The duplex houses having twofront entrances shall have a separate number for eachentrance.In the event that both entrances fall within the same increment,either theprecedingnumberornexthighestnumbershallbeusedforoneentrancenumber,and theintervalnumberinwhichtheentrancesfallshallbeusedfortheotherentrance.
H.Uponrequest the CityCouncilcan providean address whichvaries from the system set
forth in thischapter.
Section 2.The CityCouncildeclares thatan emergency exists and thisordinance shall takeeffect asprovidedbylawupononereadingif2/3 of theentire CityCouncilpresent vote in favor of passage.
