C.Unmetered residential water services withinthe corporate limits ofthecity and outside thecorporatelimitsofthecityshallbebaseduponthefollowingrateschedule: BillingCycle Flat Rate NovemberthroughMarch $16.05per month April throughOctober $32.10per month 13.12.015 Dwellings With Two LivinqUnits: A.The followingshall be the monthlyrate charged forwater from thecitysystemfor a dwellingwithtwo(2)separate livingunits withinthecorporatelimitsofthecityand outside thecorporatelimitsofthecitywithonlyone(1)meter servingtwo(2)livingunits or for two (2)houses on asinglelotservedbyone(1)meter: Amount Used(incubicfeet)Water Rate 0-1,000 $32.10 per month Over 1,000 $.51 per 100 cu.ft,or portion thereof 4 B.The following shallbe the minimummonthly amounts charged according to the size of eachmeterinservicetoadwellingwithtwo(2)separate livingunitswithonlyone (1)meter tothelivingunitorfortwo(2)houses on a single lot served by one (1)meter within the corporatelimitsofthecityandoutsidethecorporatelimitsofthecity: Meter Size Minimum Charge Water Delivered for Minimum(ininches)per CalendarMonth (incubicfeet) 3/4 or smaller $32.10 1,000 1 $37.20 2,000 1½$52.50 5,000 2 $129.00 20,000 ORD,1849/Page 2 13.12.020 Commercial Water Rates: A.The following shall be the monthly rate charged for water from the city water system for commercial users and dwellings with three (3)or more livingunits served by one (1)meterwithinthecorporatelimitsofthecityandoutsidethecorporatelimitsofthecity: Amount Used(incubicfeet)Water Rate 0-500 $26.40per month Over500 $.51 per 100 cu.ft.of portion thereof B.The following shall be the minimummonthlyamounts charged accordingto each meter in service for commercialusers and dwellings withthree (3)or morelivingunitsserved by one(1)meter within thecorporate limitsofthecityand outsidethecorporatelimitsof the city: Meter Size Minimum Charge Water Delivered for Minimum (ininches)per Calendar Month .(incubicfeet 3/4 or smaller $26.40 500 1 $28.95 1,000 1½$36.60 2,500 2 $74.85 10,000 3 $125.85 20,000 4 $202.35 35,000 6 $278.85 50,000 8 $482.85 90,000 10 $788.85 150,000 13.12.030 Residential Sewer Rates:The following shall be themonthly rate charged customers residing withinthecorporatelimitsofthecityand outsidethecorporate limits of the cityfor sewer service from thecitysewer system for single-familydwellings and each unitof a duplex with separate meters:flat rate,$23.55per month. 13.12.035 Duplex Sewer Rates:The following shallbe the monthly rate charged customers residing within the corporate limits of thecity and outside thecorporatelimits of the cityfor sewer servicefrom thecitysewersystem for duplexes with only one (1)meter servingtwo (2)living units or for two(2)livingunitson a singlelot served byone (1)meter:flat rate,$47.10per month. 13.12.040 Commercial Sewer Rates: A.The followingshall be themonthly rate charged customers residing withinthe corporatelimits of the cityand outside thecorporate limits of the city forallchargeable waterdischarged into the city sewer system by commercialusers and dwellings with three(3)or more living units served by one (1)meter: Amount Used (incubicfeet)Sewer Rate 0-1,000 $24.75per monthminimum Over 1,000 $.85 per 100 cu.ft.or portion thereof B.For purposes of calculatingsewer charges,chargeable water shall be defined as follows: Chargeable water shall be measured by the water consumed onthe premises,whatever the source of such water,and the same willbe metered either by a public utility meter or oneinstalledandmaintainedbytheownerofthepremisesathisownexpenseandapprovedand inspected by the city.As an option,ifrequested by theownerofthe premises,thecitywill install a water meterwiththecost for the meter and installation beingpaid by the owner ofthe premises in accordance with the charges assessed in MLMC13.08.020 for waterisewer connections.Under such circumstances thewater meterbecomes the property ofthe owner ofthe premises and allcosts of replacement and repairare theresponsibility ofthe owner of the premises.In all circumstances where thewater is metered by a privatelyownedwater meterand is used to determine sewer charges,thecityshall be allowedaccess tothemeter inordertoreadsuch meter.Where theuseofwater is such thata portion ofallthe water used does not flowinto thesewersystem,forwhatever reason,but is lost by evaporation,irrigation, sprinklingor is used in manufacturing or in a manufacturedproduct,or is lost forwhatever reason,and theperson incontrol providesproof ofthisfact and installs a meter orother mea- suring device approved by thecity tomeasure the amount of water so used and so lost,or if the cityis capable of determining theamountof sewage enteringthe city's sewer system by some othermechanicalmeans,thiswatermaybe deducted fromtheactual water consumption used in calculating thesewer charge. ORD.1849/Page 3 The sewer charges for triplexesand apartments,mobilehome parks,schools,hospitals andothercommercialestablishmentswithincreasedusageforirrigation,onlyiftheirlandscaping exceeds fivethousand(5,000)square feet,shall be computed on theaverage consumptionduringthepreviousnon-irrigationseason,unless the user elects toinstall,at his expense,anapprovedmeasuringdevicetomeasurewaternotenteringthesewersystem.When a userhasaswimmingpoolorcoolingunitsdischargingtothesanitarysewer,he must install anapprovedmetertodeterminetheamountofwaterexemptfromsewerchargesduringtheirrigationseason.The irrigationseason shallbe defined as theperiodinwhich statements aremailedfortheAprilthroughNovemberbillingcycles. C.Sewer rates for commercial uses discharged into the sewer system may be separatelydeterminedbytheCityCouncil,based upon both volumeand chemicalcharacteristics ofthe0sewage.The City Council reserves the privilegeto require pre-treatment of any materialdischargedintotheseweragesystem,or to prohibit discharge into the system of industrialwastesthat,because of either volumeor concentration,will overload existing seweragefacilities. D.AIIair-conditioning and refrigeration units thatare installed,replaced or that have capacityincreasedaftertheeffectivedateoftheordinancecodifiedinthischaptershallberequiredtoinstallrecirculatingunits.Disposal may not be accomplishedby discharging into thesanitary sewer system. Section 2.This ordinanceshalltakeeffectand be in force five (5)days after its passage and publicationofitssummaryasprovidedbylaw.
