city water system for commercialusers and dwellings with three (3)or more livingunits served by one (1)meter within the corporate limits of the city and outside the corporate limits of the city after $311.70 50,000 8 $539.70 90,000 10 $881.70 150,000 13.12.030 Residential Sewer Rates:The following shall be the monthly rate charged customers residing withinthe corporatelimitsof the cityand outside the corporate limits ofthe cityfor sewer service from the city sewer system for single-family dwellings and each unit of a duplex with separate meters:flat rate,$25.70 per monthafter June 1,2002. 13.12.035 Duplex Sewer Rates:The followingshall be the monthly rate charged äustomers residing within the corporate limits of the city and outsidethe corporate limits of the cityfor sewer service from the citysewer system for duplexes with onlyone (1)meter serving two(2)living units or for two (2)living units on a single lotserved by one (1)meter:flat rate,$51.40 per month after June 1, 2002. 13.12.040 Commercial Sewer Rates: A.The followingshallbe the monthly rate charged customers residing withinthe corporate limits ofthe cityand outside thecorporatelimitsof thecity for all chargeable water discharged into the citysewer system by commercial users and dwellings with three(3)or more livingunits served by one (1)meter after June 1,2002: Amount Used (incubic feet)Sewer Rate 0-1,000 $27.00permonth minimum Over 1,000 $.94 per100 cu ft.or portionthereof B.For purposes of calculating sewer charges,chargeable water shall be defined as follows: Chargeable water shall be measured bythewater consumed on thepremises,whatever the source of such water,and thesame willbe metered either by a public utilitymeter or one installed and maintainedby the owner of the premises at hisown expense and approved and inspected by the city.As an option,if requested by the owner of the premises,the citywill install awater meter withthe cost for themeter and installation being paid bythe owner of the premises in accordance with the charges assessed in MLMC 13.08.020 for water/sewer connections.Under such circumstances the water meter becomes the property oftheowner of the premisesand all costs of replacement and repair are the responsibilityof the owner of the premises.In all circumstances where the water is metered by a privately owned water meterand is used todetermine sewer charges,the city shall be allowed access tothemeter in order to read such meter.Where theuse ofwater issuch thata portion of allthewater used does not flowinto thesewer system,forwhatever reason,but islost byevaporation,irrigation, sprinklingor is used in manufacturing or in a manufacturedproduct,or is lost for whatever reason,and the person in controlprovides proof ofthisfact and installs a meter orother mea- suring device approvedby thecityto measure the amountofwater so used and so lost,or if Ordinance 2062 Page 3 the city is capable of determining theamount of sewage entering thecity's sewer system by some other mechanicalmeans,thiswater maybe deducted from theactualwater consump-tionused in calculating the sewer charge. The sewer charges for triplexesand apartments,mobile home parks,schools,hospitals andothercommercialestablishmentswithincreasedusageforirrigation,only iftheirlandscapingexceedsfivethousand(5,000)square feet,shall be computed on the average consumptionduringthepreviousnon-irrigation season,unless the user elects to install,at his expense,anapprovedmeasuringdevicetomeasurewaternotenteringthesewersystem.When a userhasaswimmingpoolorcoolingunitsdischargingtothesanitarysewer,he must install anapprovedmetertodeterminetheamountofwaterexemptfromsewerchargesduringtheirrigationseason.The irrigationseason shall be defined as the period inwhich statements aremailedfortheAprilthroughNovemberbillingcycles. C.Sewer rates for commercial uses discharged into the sewer system may be separatelydeterminedbytheCityCouncil,based upon both volume and chemicalcharacteristicsof thesewage.The City Council reserves the privilege to require pre-treatment of any materialdischargedintotheseweragesystem,or to prohibit discharge into the system of industrial wastes that,because of either volume or concentration,willoverload existing seweragefacilities. D.Allair-conditioning and refrigeration units that are installed,replaced or that have capacityincreasedaftertheeffectivedateoftheordinancecodifiedinthischaptershallberequiredtoinstallrecirculatingunits.Disposal may not be accomplished bydischarging into thesanitary sewer system. Section 2.This ordinance shall take effect and be inforce five (5)days after its passage and publication ofitssummaryasprovidedbylaw.
