AN ORDINANCEAMENDINGCHAPTER 16.36 OF THE MOSES LAKEMUNICIPALCODEENTITLED"FIRE CODE"
THE CITYCOUNCIL OF THE CITYOF MOSES LAKE,WASHINGTON DO ORDAINAS FOLLOWS:
Section 1.Chapter 16.36 of the Moses Lake Municipal Code entitled "Fire Code"is amended as follows:
16.36.010 Fire Apparatus Access Roads:In additiontothe requirements set forth inArticle 10,Division II,ofthe1991 Uniform Fire Code,fire apparatus access roads shall meetthe following requirements:
A.Surface:Fire apparatus access roads forcommercial or industrial buildings or developmentsshallhaveanunobstructedwidthoftwentyfeet(20'),be designed and engineered towithstandheavytrafficloads,and be provided withan allweather driving surface.Unless otherwiseapprovedbytheFireChief,an allweather surface shall mean an asphaltic or Portland cementconcretehardsurfaceorpavernentwhichcanbewellmaintained,Additionally,access roadsservingoneandtwofamilyresidencesmaybesurfacedasapprovedbytheFireChief.
B.Turning Radius:Fire apparatus access roads shall have a twenty-fivefoot (25')minimuminsideturningradius.The turningradius of fireapparatus access road turnarounds shall notbelessthanfortyfeet(40'),except that alternate methods of creating access road turnaroundsmaybeapprovedbytheFireChief.Approved temporaryturnarounds may includehammerheadarrangementdesignsoragraveledsurfaceeightyfeet(80')in diameter.
C.Grade:The gradient for a fire apparatus access road shall not exceed fifteen percent (15%),except that fire apparatus access roads leading to buildings fully protected by automaticsprinklersystemsmayexceedfifteenpercent(15%)when,inthe opinion ofthe Fire Chief,firefightingorrescueoperationswouldnotbeimpaired.
D.Closure of Access Roads:When approved bythe Fire Chief,gates and barricades may beplacedacrossfireapparatusaccessroads,provided that they can be opened by the FireDepartmentwiththeprovisionofanapproved"keybox"or lockwhich can be readily removed.
E.Access identification:When required by the Fire Chief,fire apparatus access roads shall bepostedwithsignsreading"No Parking -Fire Lane".Signs shallhave threeinch (3")reflectiveredletteringonawhitebackground.The top of thesign shall not be less thanfour feet (4')normoresixfeet(6')from theground.Vertical curbs shall be painted yellowor red on thetopandside.Rolled curbs or surfaces without curbs shall have a yellow or red six inch (6")widepaintedstripe.The paint or striping shall extend the length of the designated fire lane.
16.36.015 Variance:The City Council may grant variances from the standards set forth inthischapter uponthefindingthatthegrantofavarianceisinthebestinterestandwelfareofthecommunityandthatfireprotectionwillnotbecompromised.The Fire Chief shallprovide a recommendationtotheCityCouncilonwhetherornotinhisopinionfireprotectionwouldbecompromised.
16.36.020 Above Ground Storage Tanks for MotorVehicle Fuel -Dispensing Stations:AppendixIl-F tothe1997UniformFireCodeentitled"Aboveground Storage Tanks for MotorVehicle Fuel -DispensingStations"is adopted by reference in its entirety.
16.36.030 Key Box Required:On all new construction and in buildings retro-fittedwithrequired automaticfiresprinklersystems,or fire alarm systems,a Fire Department approved key box is required tobeinstalledontheexteriorofthebuildingatalocationspecifiedbytheFireMarshal.
16.36.040 Fire Decartment Connection Location:On all new construction and in buildings retro-fitted withautomaticfiresprinklersystems,Fire Department connectionsshall be located not less thanfortyfeet(40')from the protected building at a location approved by the Fire Marshal;except,wherepracticaldifficultiesprecludetheremoteplacementofFireDepartmentconnections,theFire Chief
may grant a waiver and authorizeplacement at a location reviewed and approved by the FireMarshal.
16.36.050 Fire Department Connection Requirements:Fire Department connections shall be fitted withmetal,screw-intypecaps.The topof theFireDepartment connectionshallnot be more thanforty-four inches(44")norless thanthirty-sixinches (36")above grade.AllFire Department connectionriserpipingshallbepaintedredfromgradetojustbelowthethreadedconnectionforthehosecap.
16.36.060 Exterior Strobe Required:Buildingswith sprinkler risers at separate locations withinthe buildingenvelopeshallbeequippedwithanexteriorvisualstrobedeviceadjacenttotheexteriorwaterflowbelloralarmforeachindividualsystemwithinthebuilding.
16.36.070 Commercial Kitchen Defined:Kitchens in Occupancy Groups A,B.E.I,M,&R-1 (hotels)shallbedefinedascommercialkitchens.Inall commercial kitchens,food processing equipment whichproducesgreaseladenvaporsshallbeprotectedbyanapprovedhoodandventilationsystemthatisequippedwithanautomaticfiresuppressionsystemwhichcomplieswithU.L.Standard 300.Ventilation fans shall be connected to the fire suppression system in accordance with the firesuppressionsystemmanufacturesinstructions.A single residential cooking unitshallbe exemptfromthisrequirement.Afacilitywith two(2)or more residential cookingunits installed inthesameroomshallbeinspectedbytheFireDepartmentandadeterminationshallbemadeonwhetherornotafiresuppressionsystemwillberequired.
16.36.080 Non-Complving Commercial Kitchens:In commercial kitchens with required automatic fire
suppression systems which do notcomplywithU.L.Standard 300,fire suppressionsystemsshallberetrofittedatthenextsix(6)year system maintenance,or upon discharge of thesystem in
response toa fire.
16.36.090 Type K Extinguishers:Type Kextinguishers of at least a 40 B rating shall be installed in lieu of
potassium bicarbonate or sodium bicarbonate fire extinguishers in all new commercial kitchenswhichrequireautomaticfiresuppressionsystems.
16.36.100 Interconnection of Duct Detectors:Air moving systems mounted as roof top units (RTU)which
require the installation ofduct smoke detectors shall have such smoke detectors interconnected
tothe building fire alarm system on a supervisory circuit only.
16.36.110 Interconnection of Alarm Systems:Fire alarmsystems shall not be interconnected to intrusion,burglar,or robbery alarms,nor shall theyshare common components or circuits;except:non-required fire alarm systems may share common components withother alarm systems provided
all components are listed and approved for multiple-system operation.
Section 2.This ordinance shalltake effectand be in force five (5)days after its passage and publication of
its summaryas provided by law.
