2083_00001ORDINANCE NO.2083 ANORDINANCE AMENDINGCHAPTER 16.48 OF THE MOSES LAKEMUNICIPALCODEENTITLED"FIRE HYDRANTS" THE CITYCOUNCILOF THE CITYOF MOSESLAKE,WASHINGTON DO ORDAINAS FOLLOWS: Section 1.Chapter 16.48 ofthe Moses Lake MunicipalCode entitled "Fire Hydrants"isamended as follows: 16.48.010 Statement of Policy:This chapter is enacted to establish guidelinesfor the installation andmaintenanceofthecity's fire hydrant and water main system. 16.48.020 Definitions:Definitions as used in this chapter,unless additional meaning clearly appears fromthecontent,shall have the meaningsubscribed: A."Dead-end mains"means water mains,excepting hydrant leads orstubouts,thatare not beingfedfrombothendsatthetimeofinstallation. B."Fireflow"means themeasure ofsustainedflowofavailablewater for firefighting at a specificbuildingorwithinaspecificareaattwentypoundspersquareinchresidualpressure. C."Flush-type hydrant"means any fire hydrant installed entirelybelow grade. D."Municipality"or "quasi-municipality"means any county,city,town,water district,watercompany,or other governmental subdivisionofthe state. E."NFPA"is the National Fire Protection Association. F."Water authority"means the citywater department,water district,or water company distribut-ing water to fire hydrants within the corporate limits of the city. 16.48.030 Fire Hydrants Required: A.AIIbuildings constructed withinthe cityshallbe served byhydrantsinstalled inaccordance withtherequirementsofthischapter.In addition,existing hydrants not conforming with therequirementsofthischaptershall,when replaced,be brought into conformance. B.Commercialbuildings with a ground floor area ofover twentythousand(20,000)square feet or a group of buildings with a required fire flowof more thanthreethousand (3,000)gallons per minute shall require hydrants located around the premises as approved by the Fire O Marshal.Other buildings may have hydrants located onlyon one side,Hydrants shallbe oncirculatingmainsunlessapprovalforadead-end main is obtained from theMunicipalServicesDirector.(Exception:Hydrant leads off circulating mains,the length of which must beapprovedbythecity.) C.The number of hydrants required shall be determined on an average of one for every threehundredfeet(300')computedon an imaginary perimeter thatis parallel toand fiftyfeet (50')from a building or group of buildings.The number offire hydrants required shall be increasedbyone(1)for multi-story buildings. D.The Fire Marshal shall determine the location for hydrants based on utilitytopographyandbuildinglocation.Hydrants shallbe a minimumoffiftyfeet (50')from thebuilding,except whenitisimpracticalduetotopographyorpropertyline. 16.48.040 New Installation Requirements:All hydrants and water mains newly installed or replaced shallmeetthefollowingrequirements: A.Inareas already platted operational hydrants andwater mainsmay be required tobe installedinaccordancewiththischapterpriortothebeginningofbuildingconstruction. B.Two (2)copies of detailed plansor drawings,accurately indicating thelocation ofall valves andhydrantstobeinstalled,shall be submitted to the Municipal Services Director with utilitydrawingsforapprovalpriortothebeginningofanyconstruction. C.All construction shall conform to the City of Moses Lake Community Street and UtilityStandardsineffectatthetimeofconstruction.A ROWIEasement Excavationand ObstructionPermitmustbeobtained,in accordance with Moses Lake Municipal Code Chapter 12.16,before construction commences. D.The water authority and the Fire Department shall be notified inwriting when the hydrant(s)and water mains willbe available for use and when theyare placed in service. E.AIIhydrants shall be subjecttoperiodic testingand inspection by the Fire Department. F.The installation of flush-type hydrants is prohibited without priorand writtenapprovalofthe FireMarshal. G.Firehydrants shallbe installed per CityofMoses Lake Community Street and UtilityStandards.The pumper port shall face thestreet.Where thestreet cannot be clearly defined or recog-nized the port shallface the mostlikelyroute of approach and location of the fire truckwhilepumping,as determined bythe Fire Marshal. H.Hydrants shallbe accessible to Fire Department apparatus over roads approved by the Fire Chief. I.Hydrants shall not be obstructed by any structure or vegetation,or have the visibility impaired for a distance of fiftyfeet (50')via the route of traveltosuch hydrant. J.Hydrants located in areas subject to regular private,commercial,or industrial vehicletrafficshallbeprotectedbycurbs,space separation,grade level changes,guard posts,or other means as approved by the Fire Marshal. K.Maximum spacing of public fire hydrants shall be six hundred feet (600')in mobile home subdivisions and one and twofamilyzoned areas and threehundred feet (300')incommercial, industrial,and apartment areas.These distances shall be reducedby one hundred feet (100')for dead end streets.Churches,schools,and buildings classified under the Uniform Building Code within the occupancy groups A,B,E,F,H,I,M,R-1,and S shall be considered commercial.Hydrants shall be located at street intersections,except when necessaryto meet spacing.Then hydrants may be located between intersections.Additional hydrants may be required for buildings exceedingfivethousand (5,000)square feet in residential areas.The square foot requirement pertains to totalsquare feet. L.When anyportion ofa building is inexcess of one hundred fiftyfeet (150')from a street or fire apparatus access road withappropriatelyspaced fire hydrants,as measured by an approved route around theexterior of thebuilding,on-site firehydrants and mains capable of supplying the required fire flowshall be provided,except: 1.When a commercialbuilding is within two hundred fifty feet (250')of a fire hydrant supplying the required flow. 2.When a one (1)or two (2)family residence is within four hundred feet (400')of a fire hydrant;except thatone (1)ortwo(2)familyresidenceswhose square footage,separation from otherstructures,ora combinationofthesetwo (2)factors wouldresultinthestructureexceedingtheavailablefireflowofsaidhydrant,then the installation of a site hydrant orhydrantsmayberequiredatalocationapprovedbytheFireMarshal, M.Unoccupied detached accessory use buildings,such as shops,garages,and storage sheds shall be provided with fire hydrants within six hundred (600),unless all of the following conditions are met: 1.An accessory use building is six hundred (600)square feet or less in size. 2.When an accessory use building is separated from other structures bya minimum of thirtyfeet(30'). 3.When all portions of the exteriorof the accessory buildingare within one hundred fiftyfeet (150')of a fire apparatus access road. N.With the approval by the Fire Marshal the number of required fire hydrants may be reduced byone (1)when thebuildingis protected byan approved NFPAcompliant sprinklersystemnot otherwiserequired. 16.48.050 Fire Flow Criteria:Required fire flows determined by the Fire Marshal shall be based on the criteria set forth in the Guide for Determination of Required Fire Flow,most recent edition published by the Insurance Services Office, 16.48.060 BuildingConstruction Classification:The following guides,published bythe insurance Services Officeand the UniformBuildingCode (asadopted bythe city),shall be used incalculating fire flow: Insurance Services Guide Uniform BuildingCode Fire Resistive I-Il FR Ordinary Ill 1 HR &Ill N HeavyTimber IVHT Noncombustible 111 HR &IIN Wood Frame V 1 HR &VN 16.48.070 Timing of Installation:Required fire hydrants shall be installed,tested,and made serviceable prior tohaving combustible construction materials on site. 16.48.080 Variance Conditions:Upon written request the Fire Marshal mayapprove minor variations from the locational standards for fire hydrants when it is shownthat: A.Strict compliance would require an unreasonable hydrant location; B.The variance wouldnot unreasonably diminish fire protection to the area. C.The variance would result in a better strategic location for fire department operations. 16.48.100 Enforcement Authoritv:Enforcement responsibilityshall belong solely tothecity. 16.48.120 Penalties:A violationofany sectionor provision ofthischapter is a C-4 civilinfraction as provided in Chapter 1.08 of thiscode.Each day upon which a violation occursor continues constitutes a separate offense. M.This ordinanceshall take effect and be in force five (5)days afterits passage and publicationofitssummaryasprovidedbylaw. Adopted by the City Counciland signedby its Mayor on July 23,2002.
