2.Add $10,500 to Debt Issue Costs

SECTION 6.All Ending Fund Balances which are includedin the preceding budgets which
require appropriation by the City Council are appropriated to specific expenditure categories by
the City Council as set forth in this ordinance.As Ending Fund Balances are appropriated for
expenditures they are shown as bothadditions and deductions to the respective budgets.
However,in this ordinance they may be shown as a net change to the Ending Fund Balance.
SECTION 7.The CityCouncil declaresthat an emergency exists and this ordinance is deemed
a public emergency ordinance necessary for theprotection of public health,public safety,public
property,orpublic peace and shall takeeffect immediately as provided by lawupon one reading
if 2/3 of the entire CityCouncilpresent vote in favor of passage.
