SECTION 7.The CityCouncil declaresthat an emergency exists and this ordinance is deemed a public emergency ordinance necessary for theprotection of public health,public safety,public property,orpublic peace and shall takeeffect immediately as provided by lawupon one reading if 2/3 of the entire CityCouncilpresent vote in favor of passage.
