2389• • ORDINANCE NO. 2389 AN ORDINANCE REPEALING CHAPTER 17.28 OF THE MOSES LAKE MUNICIPAL CODE ENTITLED "DESIGN STANDARDS" AND ADOPTING CHAPTER 17.27 ENTITLED "DESIGN STANDARDS" THE CITY COUNCIL OF THE CITY OF MOSES LAKE, WASHINGTON ORDAINS AS FOLLOWS: Section 1. Chapter 17.28 of the Moses Lake Municipal Code entitled "Design Standards" is repealed in its entirety and Chapter 17.27 of the Moses Lake Municipal Code is adopted as follows: 17.27.010 Definitions: Street classifications for primary streets, secondary streets, tertiary streets, and residential streets shall be as defined in the Community Street and Utility Standards. 17.27.020 Generally: A.Land that is unsuitable for subdivision as provided in the Critical Areas Ordinance shall not be subdivided, unless adequate corrective methods are provided by the proponent and approved by the City Engineer. B.The proposed subdivision shall meet the requirements that are provided by the city's Community Street and Utility Standards, ordinances, resolutions, and comprehensive plans. 17.27.030 Streets: A.Street layout shall conform to the city's street layout maps. The applicant may provide alternate plans for street layouts that provide for the most advantageous development of subdivision, the adjoining neighborhoods, and the city. B.Existing or proposed streets or arterials that provide access to the subdivision, or combinations of existing or proposed streets and arterials that provide access to the subdivision, shall be continued along the same alignment as the existing or proposed street such that the street continues to the boundary of the subdivision, either adjacent to the subdivision or through the subdivision, whichever the case may be. C.Dead-end streets may be allowed where the proposed dead-end street will not adversely affect the traffic flow and circulation within the area. D.Arterial streets shall intersect within ten degrees (10°) of perpendicular to cross streets, and non-arterial streets shall intersect within twenty degrees (20°) of perpendicular to cross streets. E.Property line corners at street intersections shall be rounded by an arc with a radius of at least ten feet (10'). F.The minimum requirements for right-of-way, centerline curve radii, and centerline curve tangent lengths are listed in the following table. • ORDINANCE NO. 2389 PAGE 2 April 22, 2008 • Minimum Right-of-Way Requirements Minimum Right-of-Way Widths (feet) Minimum Curvature (feet, radius) Minimum Tangent Lengths (feet) Primary Streets 100 300 200 Secondary Streets 80 200 150 Tertiary Streets 60 200 100 Residential Streets 60 100 None G.At intersections, the centerline shall be a straight-line segment for a minimum of one hundred feet (100') from the center of the intersection in each direction. This one hundred feet (100') on residential and tertiary streets may include the tangent of a centerline curve. H.Right-of-way widths for residential streets may be reduced to fifty-three feet (53'), provided that a four foot (4') municipal easement is dedicated with the plat on each side of the right-of-way. I.The Municipal Services Director may approve angle points for minor deflections in lieu of curves for residential and tertiary streets. 17.27.040 Blocks and Lots: A.Blocks shall have sufficient width to provide for two (2) tiers of lots, except on primary and secondary streets that have restricted or limited access. B.All lots shall have a minimum depth of one hundred (100) usable feet and shall meet all requirements of Moses Lake Municipal Code, Title 18, Zoning. C.Block lengths shall not exceed six hundred sixty feet (660'). D.Every lot shall have access to public right-of-way. E.The ratio of the depth of any lot to its width shall not be greater than three (3) to one (1). F.Residential lots that are adjacent to primary streets, secondary streets, Interstate 90, or State Route 17 shall be at least one hundred twenty feet (120') in depth. G.The first twenty-five feet (25') of side lot lines from the front property line shall be within twenty degrees (20°) of perpendicular to the front property lines which they intersect. H.Lot lines that are common between two (2) lots shall be composed of straight line segments. 17.27.050 Pedestrian Paths: A. The subdivider may be required to provide right-of-way for activity trails and pedestrian paths at locations other than within the right-of-way for streets and utilities. Activity trails shall be provided for as shown on the Activity Trail Master plan that was adopted by City Council. Pedestrian paths may be required where pedestrian routes would otherwise be more than one-quarter (1/4) of a mile longer if the pedestrian path were not provided. • • Adopted by the City Council and signed by its Mayor on April 22, 2008. All right-of-way for pedestrian paths shall be at least ten feet (10') in width, shall be dedicated by one (1) of the adjacent lots, and shall be required to be maintained and serviced by the adjacent lot that provided the dedication for the pedestrian path. The plat shall specifically designate the lot that provided the dedicated right-of-way for the pedestrian path. The plat shall also designate the owner of said lot that provides service and maintenance of the pedestrian path. Section 2.
